The total sole source procurement amount is 159,**** after application of the 80,000 bcbsnm grant.

Proposals must be submitted on or before the time and date provided on the first page of this RFP. The solicitation will remain open on a rolling 1-week basis until a proposal is selected or the solicitation is terminated. Rolling submittal periods end on Sundays at 5:00 PM EST/EDT.

Rent is fair market value and will be negotiated. Rent may be offset by the NPS-approved cost of completed initial improvements. Percentage rent may be offered as a percentage of gross revenue.

Proposals will be evaluated based on: compatibility of intended use with park preservation and enjoyment, compatibility with historic qualities, financial capability, demonstrated experience, environmental enhancement, and the financial and other terms offered.

Offerors must demonstrate financial capability and experience in repairing and maintaining similar properties, particularly historic structures. Applicants must be compliant with existing legal authorizations and lease obligations.

Proposals that are not timely submitted or fail to meet material terms and conditions will be deemed non-responsive. Applicants who are debarred, suspended, or have outstanding lease obligations will not be considered eligible.

The SOQ due date is August 24, 2026, 2:00 p. m. Pacific Standard Time. Substantial completion is anticipated in Q4 **** 2031, with final completion in Q1 2031.

The contract will be a cost-plus with a guaranteed maximum price (GMP) modified version of the DBIA form. Payment terms will be detailed in the contract documents.

Warranty services are part of the Phase 2 work. Specifics will be detailed in the contract documents.

SOQ evaluation criteria include Team Organization (15 points), Meaningful Collaboration and Community Engagement (20 points), Inclusive and Creative Design (20 points), and Effective Progressive Design-Build Process (15 points). RFP evaluation includes Project Management Plan (20 points), Community Engagement Plan (30 points), Design Management Plan (30 points), GMP Development Plan (20 points), and Construction Management and Schedule Development Plan (20 points). Price proposal is worth 20 points, for a total of 220 points.

Proposers must demonstrate technical, management, and financial qualifications. Mandatory minimum requirements include the ability to obtain a performance and payment bond for a minimum of $50,000,000 and the ability to meet specified insurance requirements.

The contract includes provisions for liquidated damages if substantial completion is not achieved by the required times.

The last date to submit questions regarding the RFQ is August 10, 2026. The last date to ask questions or submit proposed changes to the contract is October 5, 2026.

Communication with any owner employees, representatives, or consultants other than the designated contact person, or attempts to influence the evaluation process, may result in disqualification.

The budgeted cost for design and construction is $35,000,****.
