The contractor will collect riparian health data at designated
monitoring areas (DMAs) in accordance with the BLM's MIM protocol. The project requires personnel with specific qualifications (project manager, field crew lead, and field crew members with vegetation and water resource expertise). Offerors must submit a one-page resume for each key personnel proposed. A list of clients for past and present similar projects covering the past three years is required. Field surveys must be completed between June 30 and September 30, 2026. Draft MIM data must be submitted by November 30, 2026, and final reports by December 31, 2026. Payment will be made in accordance with the contract requirements at the price per DMA with supporting forms, photographs, and maps completed. Fifty percent of the payment per DMA will be paid upon completion of the field surveys and when a list of completed sites is provided to the contracting officer. The remaining 50% will be paid after BLM acceptance of the final reports. Landowner permission is required for access to some DMAs. The contractor is responsible for obtaining landowner permission and acquiring legal access to all BLM parcels and stream reaches. The contractor must use the latest version of Technical Reference 173723. The contractor must use the latest version of the data entry and data analysis modules. The contractor must follow
monitoring guidelines and general procedures. The contractor must take photographs of the DMAs. The timing of MIM in relation to grazing will be recorded by the contractor. Any records, photographs, data, notes, etc. generated for the purposes of this contract are owned by the BLM and require review and permission prior to release. The contractor cannot copyright, sell, release, or reproduce any of this material. Images will not be protected from release through freedom of information act requests. Hard copy and/or digital versions of maps and previous survey information will be provided to the contractor. Permitteelandowner contact information will be provided. A grazing schedule will not be provided. The contractor is responsible for obtaining landowner permission and acquiring legal access to all BLM parcels and stream reaches. The contractor should be prepared for hiking and driving in rough terrain, hot and cold temperature extremes, rattlesnakes, etc. The contractor must use a 8 megapixel or greater camera with georeference capability. The contractor is responsible for equipment, tools, materials, supervision, and other items needed to complete the field work protocols. The contractor will be responsible for making sure all vehicles, 4 wheelers, or utvs are washed regularly to reduce the spread of noxious weed seeds. The contractor will be responsible for carrying necessary fire extinguishers and any other safety first aide equipment.
