This is a Request for Quotation (RFQ) for the installation, upgrade, configuration, testing, and support of pharmacy electronic access control systems for the Albuquerque Area Indian Health Service (AAIHS) pharmacy departments. The submission deadline has been extended to July 30, 2026, at 5 PM MT. This acquisition is set aside for Indian small business economic enterprises (ISBEE) with a cascading set-aside for other small businesses. Site verification and pre-installation coordination meetings are mandatory. The contract type will be firm-fixed-price with economic price adjustment. The period of performance includes a one-year base period. Invoices must be submitted electronically via the Invoice Processing Platform (IPP). All work must comply with applicable federal, state, and local codes, including HSPD-12 and FIPS **** one-year warranty is required for all installed or upgraded components.

Payment will be made for services performed and accepted in accordance with the Statement of Work (SOW), based on the unit prices quoted. Invoices must be submitted electronically via the Invoice Processing Platform (IPP).
The contractor shall provide a one-year warranty covering materials and workmanship for all installed or upgraded pharmacy electronic access control system components. The warranty period shall commence upon final acceptance by the government.
Award will be made to the responsible quoter whose quote conforming to the solicitation is determined to be most advantageous to the government, price and other factors considered. Technical capability and past performance, when combined, are more important than price.
Offers will be solicited from Indian small business economic enterprises (ISBEE) that are also small business concerns. If there is not enough competition and/or reasonably priced offers received from the ISBEE set-aside, then quotes will be considered for award to other small business concerns.
Failure to implement corrective actions for deficiencies identified during quality assurance may result in termination for cause, particularly where performance endangers patients, staff, or government property.
The contractor shall attend and participate in a pre-installation coordination meeting at each facility prior to the start of onsite work. The purpose of the pre-installation coordination meeting is to ensure a mutual understanding of facility procedures, safety and security requirements, proposed installation approaches, work schedules, and coordination needs.
Failure to comply with the terms and conditions may result in the offer being determined as non-responsive. Failure to implement corrective actions for deficiencies may result in termination for cause.
