This combined synopsis solicitation seeks quotes for equine RFID microchips, readers, scanners, and wand sticks for the BLM's Wild Horse and Burro Program. The tender is for a radio frequency identification (RFID) inventory system for the National Museum of the Marine Corps (NMMC) to maintain accountability for over 3,500 firearms. Vendors must be small business concerns. Quotes are due by the date and time specified on page 1 of the solicitation. A site visit is mandatory. Delivery must be completed no later than 60 days after contract award. The delivery addresses must be coordinated with the government technical point of contact upon contract award. The system must be standalone and include a laptop or tablet equipped with a CAC reader, running Windows OS. The NMMC will provide WiFi access. The laptop or tablet must be compatible with Windows 11 OS, 1TB storage, 2. 54 GHz processor speed, 16GB RAM. The system must not require any recurring subscriptions, 3rd party data storage, or recurring fees. All data must be stored on-site and the NMMC will retain full ownership and control of all data. The system shall have the ability to track firearm movements and schedule movements. If weapons are moved past the sensors in the vault or museum without authorization, the system shall have the ability to send an alert immediately to the appropriate museum staff and authorities. Alerts shall be sent to NMMC staff via email and/or SMS. The system shall allow for up to ten NMMC users. At least one handheld RFID reader/scanner is required for conducting inventories both in the vault and within the museum. A minimum of an eight-foot scanning range is required. All handheld and stationary scanners will automatically update the inventory software in real time. 4,000 RFID tags shall be semi-permanently affixed to each firearm. The contractor shall encode tags and the NMMC staff will affix to each firearm. Tags cannot be larger than 2 inches in diameter. The preferred tag shape is rectangular. RFID tags shall be secured through trigger guards, sling swivels, or other openings on the firearms. Two RFID sensor systems are required to cover the entrances to the weapons storage vault and the museum loading dock. The vendor shall install these sensors. The storage vault includes two doors. Entry/exit doors at the storage vault are standard USG level 5 vault doors. The loading dock includes one door. The system must include any necessary hardware and installation at both locations. The system must include technical support via phone, email, and/or help desk with a response time within 24 hours. The system must include an industry standard software and hardware warranty, with a minimum 1 year/12-month warranty. The system must include any necessary software updates, manuals, tutorials, and training materials, as part of a one-time purchase at the time of contract award. The contractor shall install the system, test the system, and enter all initial data. The contractor shall train NMMC system users. The NMMC will provide the contractor with the inventory on an Excel spreadsheet upon contract award. Delivery and installation must be included in the firm-fixed price (FFP).
