Approval for contracting without full and open competition under the circumstance of only one responsible source for technology transformation services ( TTS). Source issuer verification solution for US state- issued driver' s licenses and ID cards, directly verifying data with the custodian of record in real- time at login. gov' s request. The solution must cover at least 75% of the US population with issued driver' s licenses, driver' s permits, or other state ID documents. The solution must only verify personal information from login. gov, not retain it, and not use it for commercial purposes. The solution must meet GSA IT security policies.
