Proposals are due July 24, 2026, no later than 2:00 p. m. , local time.

Payment terms are net thirty (30) days upon receipt of correct invoice.

The contract term shall be for an initial three (3) year period with two (2) one-year renewal options.

Proposals will be evaluated based on technical solution, project approach, experience, SLA support, cybersecurity posture, pricing, and local vendor preference. The contract will be awarded to the proposer offering the best overall value.

Proposers must be properly licensed to do business in South Carolina and must comply with the code of laws of South Carolina. They must demonstrate experience delivering comparable CUSS systems and have qualified project management resources.

Failure to comply with Horry County procurement regulation, Chapter 4, Contractor Requirements and Standards of Conduct may result in the rejection of the proposal and other penalties.

An optional pre-proposal meeting will be held on June 26, 2026, at 10:00 a. m. , local time, at Myrtle Beach International Airport.

Any actual or prospective quoter, bidder, offeror, or awardee aggrieved in connection with the solicitation or award may protest to the County Administrator within fourteen (14) calendar days after they know or should have known of the facts giving rise thereto.

Proposals may be rejected for omissions, alterations not allowed for, additions not called for, or any irregularities. Failure to comply with licensing requirements or standards of conduct may also result in rejection.

The desired delivery is seven (7) calendar days after the receipt of a properly executed order. Delivery shall be no later than seven (7) calendar days after receipt of a properly executed order. Failure to adhere to this requirement will result in the termination of the agreement for breach.

Payment will occur no sooner than 30 days after receipt and acceptance of items and/or services or receipt of correct invoice, whichever is later.

Awards will be made in the best interest of the district. The district reserves the right to award by line, by group, all or none.

Bidders must respond online utilizing the e-bid system. Emailed/faxed copies will not be accepted. Bidders must complete and upload the Substitute W9 Plus form and the Federal Work Authorization Program Affidavit.

The district may enforce any and all penalties available under local, state, and/or federal law for employing an unauthorized alien. Failure to adhere to the delivery requirement will result in the termination of the agreement for breach.

If needed, samples will be requested via email after the bid has closed. Samples should be sent promptly after requested. The district will not be responsible for any payment or fees associated with the requested samples. All samples will be sent at the bidder's expense.

Contacting district staff and/or members of the board of education other than the buyer of record violates policy and is strictly prohibited. Taking exceptions and/or deviations may deem your response as nonresponsive. Failure to certify noncollusion will render the bid nonresponsive.

The bid notice states that the deadline for submissions is May 5th, 2026, 10:00 AM MST.
