This is a combined synopsis/solicitation for a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for troop support materials. The contract type is Firm Fixed Price (FFP) with a contract minimum of $100 and a ceiling of $9,000,000. The contract period is a 5-year base with one 5-year option, totaling 10 years. The contractor must be capable of supplying commercial-grade construction materials and equipment rentals across 13 commodity categories. Delivery orders will be competed amongst awarded contractors. For orders at or below $15,000, the Contracting Officer (KO) may issue a unilateral order. For orders above $15,000 up to $350,000, RFQs will be emailed to all active contractors. For orders above $350,000 up to $7. 5 million, a competitive RFQ will be issued. Contractors must submit timely, compliant proposals including firm fixed pricing, technical information, and delivery schedules. A mandatory no-bid notification is required if a contractor chooses not to submit a proposal. Pool management includes on-ramp and off-ramp procedures based on performance metrics, including a minimum 75% active participation rate. Contractors failing to meet standards may have their option period not exercised. A Task and Delivery Order Ombudsman is available for contractor complaints regarding fair opportunity.
Delivery schedules will be detailed in individual delivery order RFQs, with a clear commitment to execute delivery within the required government performance window.
Pricing must include all standard manufacturer warranties. Quotes shall include warranty information. Replacement equipment of equal or greater capability must be delivered within 24 hours of a service call, at no additional cost to the government.
For orders above $15,000, the selection will be made based on a comparative analysis of price, lead time, schedule, warranty, and product offerings.
New offerors will be evaluated utilizing the identical technical, quality, and past performance criteria established in the original IDIQ solicitation.
Failure to comply with procedures may result in non-exercise of option period, unilateral off-ramping, or potential termination. Failure to submit a quote or no-bid notification will negatively impact the contractor's active participation metric.
Contractor complaints regarding fair opportunity must be submitted in writing to the agency ombudsman through the KO.
Failure to maintain a minimum 75% active participation rate, sustained poor performance, or safety/security violations can lead to off-ramping.
