The bid notice states that all work on this contract shall be completed prior to June 30, 2027. The contract final completion date is June 30, 2027.

The City will strive to pay the billed amount within thirty 30 days after receipt of invoice, but the city will not pay any interest penalties for late payments.

Award will be made to the lowest responsive and responsible bidder whose bid is determined by the city to be in the best interest of the city.

A responsible bidder is a business entity or individual who has the financial and technical capacity to perform the requirements of the solicitation and subsequent contract. A contractor, supplier or vendor is qualified on the basis that it: 1. has adequate financial resources to perform a contract, 2. is able to comply with the associated legal or regulatory requirements, 3. is able to deliver according to the contract schedule, 4. has a history of satisfactory performance, 5. has good reputation regarding integrity, 6. has or can obtain necessary data, equipment, and facilities, and 7. is otherwise eligible and qualified to receive award if its bid is chosen.

If acceptance tests show that a table 1 mixture parameter exceeds the range 1, but not the range 2, tolerance limits, that mixture parameter will be subject to a 10 percent penalty. If acceptance tests show that a table 1 mixture parameter exceeds the range 2 tolerance limits, the contract base price for the material will be adjusted, based on all parameters, as shown in table 3 and table 4.

Before submitting a bid, bidders shall carefully examine the exhibit a and all request for bid and contract documents, visit the site of work, and fully inform themselves as to all existing conditions and limitations.

Questions and requests for clarification related to definition or interpretation of this RFB shall be submitted in writing prior to 5:00 p. m. local time on May 27, 2026.

The city reserves the right to reject any or all bids, to waive any irregularities, and further reserves the right to accept any bid or parts of bids which it deems to best serve the interest of the city.

The bid notice states that all proposal responses must be uploaded to the BidNet site by 3:00 p. m. EST, on June 25th, 2026. Proposals received after 3:00 p. m. on June 25th, 2026 will be deemed nonresponsive and receive no consideration.

The cost of repairs and installation will be based on a fixed price proposal unless time and material TM is requested. Time and material description: Labor rates must be flat hourly rates and must include the cost of programming, coordination, travel, per diem, mileage, overtime, incidentals, part deliveries, environmental fees, fuel, and any other miscellaneous charges.

The vendor must warrant all work, labor, and material under this agreement for one year.

In assigning the work consideration may be given to the firms ability to complete the work in the required time frame and cost, and experience with similar jobs and or pastcurrent performance on other jobs.

The intent of the college is to prequalify and select state of Florida licensed certified asphalt and concrete paving contractors to provide asphalt and concrete maintenance, repair services and other related work outlined in this RFQ.

If the proposer desires to protest the RFQ document, or any of the specifications, requirements, or procedures thereof, the proposer will be required to comply with the Miami Dade College bid protest procedures **** a copy of which is available from the purchasing director at Miami Dade College within seventy-two 72 hours after receipt of the proposal document.

Failure to provide any of the required documents with this bid may result in the vendor being disqualified.

Work assigned under this category will not exceed seven and a half million dollars 7,500,**** in construction costs with annual adjustments to capture consumer price index modifications, under section ****, Florida statutes.

The bid submission deadline is June 11, 2026, at 2:00 PM.

The bid is due by 2:00 PM EST on June 11, 2026. The material is to be furnished between July 1, 2026, and June 30, 2027.

The bid notice states that invoices for items ordered, delivered, and accepted shall be submitted by the contractor directly to the payment address shown on the purchase order/contract. Any payment terms requiring payment in less than 30 days will be regarded as requiring payment 30 days after invoice or delivery, whichever occurs last. This shall not affect offers of discounts for payment in less than 30 days.

The bid notice states that the Commonwealth may make such reasonable investigations as deemed proper and necessary to determine the ability of the bidder to perform the services/furnish the goods and the bidder shall furnish to the Commonwealth all such information and data for this purpose as may be requested. The Commonwealth reserves the right to inspect bidders physical facilities prior to award to satisfy questions regarding the bidders capabilities.

The deadline for inquiries is 10:00 AM EST on May 27, 2026. The bid notice does not explicitly state a deadline for challenging the bid or award.

The bid notice states that exceptions to the specifications may cause the bid to be deemed nonresponsive and to be rejected as such. Failure to submit a bid on the official state form provided for that purpose shall be a cause for rejection of the bid. Modification of or additions to any portion of the invitation for bids may be cause for rejection of the bid.
