Sealed proposals are accepted online via PennBid until October 10, 2025, at 10:00 AM prevailing time for the Wilson Borough 2025
paving project. Bid documents are available at www. ***. *. * must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the owner, and a surety's consent, licensed to conduct business in Pennsylvania. The successful bidder will be required to furnish and pay for a performance bond, a labor public works contractors bond, a material payment bond, and a maintenance bond. The
project is funded in whole or in part with funding from the U. S. Department of Housing and Urban Development through the County of Northampton Department of Community Economic Development CDBG program. The contractor must utilize minority and/or women-owned business concerns, low-income area businesses, trainees, and employees within the general trade area. Attachment A (MBE/WBE Section 3 compliance) must be included with all bids. Preference may be given to responsible MBE/WBE/Section 3 contractors. The contractor shall take affirmative action to ensure that applicants for employment and employees or agents are treated without discrimination. The Davis-Bacon and related acts apply to this
project. The
project shall be bid to the current Davis-Bacon wage rates. If the contract is awarded, it will be to the lowest responsible bidder, however the owner reserves the right to reject any and/or all bids and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid within ninety (90) days after the actual date of the opening thereof, except in accordance with the terms of PA Act 4 of ****, latest revision. Bids may be held by the borough for up to 90 days from the date of opening for the purpose of reviewing proposals and investigating qualifications prior to awarding the contract.
