The bid notice states that firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Lebanon. Additionally, companies must provide a thorough description of steps taken to investigate all requirements to obtain authorization to perform in Lebanon, details of findings, and specific information concerning the anticipated time to obtain appropriate authorization. They will also be required to provide information clearly showing they are able to work in Lebanon, and any entry or work visa issues must be discussed with a plan to mitigate risk. Furthermore, contractors shall be required to provide irrevocable letters of credit totaling 40% of the contract value, with amounts approved by their bank written into the documentary proof. A unique entity identifier and SAM registration are mandatory requirements before contract award.

The bid notice states that a site visit will be conducted once the security situation permits, and information will be provided to interested offerors once available.

The bid notice does not mention the submission of samples.

The estimated magnitude for the entire project is between 1,000,**** and 1,600,**** U. S. dollars.

The contractor shall commence work under this contract promptly, execute the work diligently, and achieve final completion and acceptance including final cleanup of the premises within 12 business days. The contractor shall be required to commence work under this contract within 5 calendar days after the date the contractor receives the notice to proceed.

Requests for payment may be made no more frequently than monthly. Payment requests shall cover the value of labor and materials completed and in place, including a prorated portion of overhead and profit. Under the authority of FAR ****, the 14-day period identified in FAR ****1a is hereby changed to 30 days.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

Award will be made to the lowest priced, acceptable, responsible quoter. The government reserves the right to reject quotations that are unreasonably low or high in price.

Offerors/quoters must be technically qualified and financially responsible to perform the work described in this solicitation. At a minimum, each offeror/quoter must meet the following requirements: be able to understand written and spoken English; have an established business with a permanent address and telephone listing in the Republic of Congo or plans to establish an office within 30 days of contract award; provide proof of SAM registration to include the SAM UEI number; be able to demonstrate prior construction experience with suitable references; have the necessary personnel, equipment and financial resources available to perform the work; have all licenses and permits required by local law; meet all local insurance requirements; have the ability to obtain or to post adequate performance security, such as bonds, irrevocable letters of credit or guarantees issued by a reputable financial institution; have no adverse criminal record; and have no political or business affiliation which could be considered contrary to the interests of the United States.

If the contractor fails to complete the work within the time specified in the contract, or any extension, the contractor shall pay liquidated damages to the government in the amount of 25,000 FCFA for each calendar day of delay until the work is completed or accepted.

A site visit has been scheduled for April 30, 2026. Participants will meet at the US Embassy Brazzaville Chancery.

The magnitude of construction project is anticipated to be: less than 25,000.

The bid notice states that at the time of submission of quotes, and at the time of award of any contract, the offeror must represent to the contracting officer that it is an SDVOSB eligible under this subpart, small business concern under the North American Industry Classification System (NAICS) code assigned to the acquisition and certified SDVOSB listed in the SBA certification database at www. ***. *. *

The bid notice states that pursuant to 38 ****(g), any business concern that is determined by VA to have willfully and intentionally misrepresented a company's SDVOSB status is subject to debarment from contracting with the Department for a period of not less than five years. This includes the debarment of all principals in the business.

The equipment will be requested between June 20th, 2026, through September 30th, 2026, and must remain continuously onsite and fully available for use by the government for the duration of the rental period following a fourteen 14 day notification and subsequent dropoff.

The vendor will be paid for the total number of days the machine was onsite and available, however, at a minimum, the vendor will be paid for thirty 30 days regardless of whether the actual duration is shorter. For billing purposes, one 1 day is defined as up to ten 10 hours of equipment use within a single 24hour calendar day. The daily rate applies to each calendar day the equipment is fully available onsite. Invoices submitted without verified logs may be subject to payment delays.

Contractor personnel requirements include drivers who must be properly licensed, capable of operating heavy machinery, and capable of communicating in English. Drivers must also be legally allowed to enter and operate a motor vehicle on a military installation and must always carry proper identification. Contractors must be available via cell phone communication during all times of the workday to respond to any maintenance or operations issues associated with the utilization and employment of the MTV, and must be able to respond to such issues inhibiting the utilization of the MTV within a reasonable 24hour window.

The period of performance will be for one year, beginning 24 May 2026 through 23 May 2027.

The government requires a minimum of three facility advisors to develop solutions to a wide range of facility related deficiencies and on-call CSTs to respond with 24-hour notice. The source must be fully knowledgeable of the facilities and communications infrastructure within those facilities.
