Submissions must be sent electronically no later than 4:00 p. m. on July 2, 2026.

Firms will be evaluated based on their written response, additional information, and oral interviews, considering demonstrated experience, qualifications, fee structure, desired functionality, implementation plan, initial support, financial stability, and ongoing support.

Firms must be qualified to provide an electronic loan origination system and demonstrate experience and qualifications of their firm and staff.

Failure to comply with the requirements of this RFP may result in CHFA's rejection of a proposal.

Contacting members of the CHFA board of directors or CHFA staff may be grounds for elimination from consideration.

The government will evaluate responses, but the determination not to compete is at the government's discretion. Award will be sole source if no advantageous response is received.

Qualified contractors must provide company name, location, contact information, business size, UEI number, specific product details, availability through government contract vehicle or open market, and a capabilities statement not exceeding 5 pages.

Submitting materials with disallowed file extensions (. bat, . cmd, . com, . exe, . pif, . rar, . scr, . vbs, . hta, . cpl, . zip) may result in them not being considered.

The total estimated value will not exceed the simplified acquisition threshold.

Proposals are due by 5:00 PM Pacific Standard Time on July 10, 2026.

Proposals will be evaluated based on clarity, completeness, conformance, quality, content, relevant experience, past performance, qualifications of proposed team members, fee proposal, cost-effectiveness, and quality of references, aiming for the greatest value to OCPA.

Respondents must provide general information, firm ratings (at least two in the A2/A category or higher), capital position, experience in the government sector and with CCA programs, credit approval process, and ongoing monitoring procedures.

A protest must be filed in writing with OCPA within five (5) business days after receipt of notification of the contract award.

Failure to include required information may render a proposal nonresponsive and subject to rejection. Proposals are considered firm and irrevocable for ninety (90) days after the due date.

The contractor project manager, or an individual considered to be management staff, shall possess and maintain a current project management professional PMP certification during the performance of the contract and employ staff who are familiar with reverse mortgage loan origination, servicing, and disposition and staff who have experience in federal credit reform act and government accounting.

Failure to safeguard any sensitive information that may come to the contractor or any person under his/her control in connection with work set forth in this PWS may subject the contractor or its agents or employees to criminal liability or termination of the contract.
