Prenatal Care Government Bids & RFPs

The number of awards will be determined by the quality of the proposals received.

Proposals are sought from interested and qualified proposers.

Proposals are due by July 24, 2026, at 5:00 PM Pacific Time.

Proposals will be evaluated based on experience and capabilities, key persons, organizational profile, organizational chart and subcontractors, scope of services, budget/price proposal, references, and project samples.

Proposers must demonstrate a minimum of five years of experience providing similar technical assistance services and have at least one system successfully implemented in the past three years of similar scope and size. Key persons must have specific experience and qualifications.

Proposer shall submit project samples for two projects within the last 5 years that are similar to the scope of this RFP, or a detailed description of two cases where they supported a Head Start or other early learning program with training and technical assistance.

Protests to the RFP must be received by July 13, 2026, 5:00 PM. Protests to an amendment must be submitted by 5:00 PM Pacific Time on the second business day following the issuance of the amendment. An affected proposer will have 7 calendar days from the date of the intent to award notice to file a written protest.

DELC may reject a proposal if the proposer fails to substantially comply with RFP procedures, has delinquent debt owed to the state, fails to meet responsibility requirements, makes inappropriate contact with state representatives, or attempts to inappropriately influence the evaluation committee.

Proposals are due by Tuesday, July 28, 2026, 5:00 PM PDT.

Contra Costa Health will reimburse the contractor for actual costs monthly. Administrative expenses may not exceed **** of the award.

Proposals will be evaluated based on applicant capability, outreach and collaboration (30 points), geographic desirability for program participants (30 points), financial information (25 points), and service continuity (15 points).

Eligibility is limited to not-for-profit **** community-based organizations and hospitals or public agency service providers that serve in Contra Costa County. Agencies must demonstrate sufficient capacity and fiscal stability.

Contra Costa Health staff members may conduct a physical site visit to observe the facility and verify compliance with standards and requirements.

Appeals must be submitted in writing to the Family, Maternal, and Child Health Program Director within seven (7) business days of receiving written notification of the funding decision.

An agency with unresolved outstanding federal/state tax obligations is not eligible to apply for funding. Proposals not conforming to basic standards may be considered as not meeting the application deadline.

The award amount is up to $570,000 annually for fiscal years FY ****.
