Awards will be made to responsible offerors whose conforming proposals represent the lowest price technically acceptable (LPTA) to the government. Offers will first be evaluated against minimum technical standards, and then price will be considered for technically acceptable offers.

Laboratories must be AASHTO accredited and validated by the USACE Materials Testing Center (MTC), except for structural steel field testing which requires ICC certification. Proof of AASHTO accreditation is required with the offer.

In most cases, the laboratory will perform its own sampling. Some samples will be provided by USACE construction contract quality control personnel.

Failure to provide sufficient documentation for government evaluation, failure to meet technical standards, or submitting quotes after the closing date and time may result in quotes being deemed nonresponsive and removed from consideration.

The aggregate ceiling for the BPA is $19,000,****.

The anticipated period of performance shall be 60 days.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). Invoices will be paid upon approval and acceptance by the Government COR.
