Latest US Printing Equipment Contracts & Bids

The US Army Corps of Engineers intends to purchase six HP printers on a sole-source basis. This is not a request for competitive proposals. Interested vendors may provide information about their product for consideration. Information provided will be considered proprietary unless marked as available to the general public. Vendors wishing to propose an alternative source must provide relevant data to the specified email addresses.

This is a non-personal services contract for the Bureau of Engraving and Printing (BEP) to utilize a contractor's services for regular cleaning, inspection, maintenance, repair, replacement, load testing, and certification of material lifting devices, weight handling equipment, and below-the-hook lifting devices. The contract period is for one base year of 12 months and four 12-month option years. The contractor is responsible for all labor, materials, tools, and personnel. Quality control is the contractor's responsibility, and a Quality Control Plan (QCP) must be submitted within 30 days of contract award. The government will evaluate contractor performance according to a Quality Assurance Surveillance Plan. The service is to be performed at the BEP main and annex facilities in Washington, DC. The contractor must comply with all applicable regulations, publications, manuals, and local policies and procedures. The contractor must provide key personnel, including a contract manager and alternate. The government will not exercise any supervision or control over contractor employees. The contract requires access into the controlled industrial area of the BEP. The contractor must abide by the security requirements of the BEP. The contractor must establish and implement methods of making sure all keys/key cards are not lost or misplaced and are not used by unauthorized persons. The contractor agrees to attend any post-award conference. The Contracting Officer Representative (COR) will be identified separately. The COR monitors all technical aspects of the contract and assists in contract administration. The contractor must provide documentation of inspections, maintenance, load tests, and certifications. Emergency service must be provided on a 48-hour call-in basis. The pricing schedule must consider that various cranes, hoists, and lifts may be added or removed from service depending on changes in BEP operations.

This is a combined synopsis solicitation for commercial items, prepared in accordance with FAR subpart 12. 6, for the purchase of various HP printing supplies and equipment. The solicitation is a request for quotations (RFQ) and is a total small business set-aside. All interested companies must provide quotations for the specified items, including shipping costs. Quotations must include company DUNS number and CAGE code, and must be submitted via email to the specified point of contact. The government intends to award a purchase order to the responsible offeror whose offer conforming to the solicitation is most advantageous to the government, price and other factors considered. The evaluation process will rank offers by price, and the lowest price technically acceptable offer(s) will be selected. All quotes must include a statement regarding the acceptance of the solicitation's terms and conditions.

The deadline for submitting requests for clarifications/substitutions is August 20, 2025. The last day to issue addenda is August 25, 2025, at 2:00 PM HST. The deadline for offers is August 28, 2025. The offeror must have a minimum of 5 years of experience performing the types of services specified in Appendix A: Scope of Work. A statement of qualifications (SOQ) with references from clients of comparable size and scope, with work similar to or identical to that of a government agency, must be submitted. The offeror must be certified as a full-service Intelligent Mail barcode (IMB) mailer and provide documentation of current certification. All offers must be signed in ink and submitted to the address specified above by the deadline stated in the schedule of events. Offers submitted via email or electronically shall be rejected. The successful offeror shall be registered as compliant on the State of Hawaii Compliance Express system (vendors. ehawaii. gov) or submit the required tax clearances from the State Department of Taxation and Internal Revenue Service, the certificate of compliance with the State Department of Labor and Industrial Relations, and the certificate of good standing with the Department of Commerce and Consumer Affairs Business Registration Division. Failure to provide proof of compliance will result in the rejection of the offer. The contract term is for 12 months, starting on September 8, 2025, or upon contract execution date, whichever is later. The contract may be extended on a month-to-month or term basis, not to exceed a 12-month extension at a time, for an additional period or periods not to exceed a total of 48 months. The city reserves the right to request cost data to conduct a cost analysis. The city shall award a contract to the responsive, responsible offeror with the lowest total sum bid. The city will only consider an offer with pricing on all items listed. The award is subject to the availability of funding. The Hawaii Printing, Binding, and Stationery Work Preference (HRS **** and HAR **** subchapter 2) applies. The city will place orders with the contractor as needed. The city will initiate work by delivery order (DO) or P-card credit card. The contractor shall accept payment by credit card transaction. The quantities listed in Appendix C: Pricing Certifications are only estimates. The exact quantity shall be the actual amount ordered by the city during the term of the contract.
