The Department of Veterans Affairs Food Security Office is seeking a contractor to provide a Rural Food Locker Program. This program aims to ensure food and nutrition security for veterans by expanding food locker programming. The contractor must furnish a properly installed and functioning smart locker food system that includes dual temperature control (freezer and refrigerator), cellular connection capabilities, ADA compliance, touchscreen interface, a minimum of 12 large lockers, and compliance with Department of Energy and National Sanitation Foundation standards. The system must also include all software licenses, support, cloud hosting, and temperature monitoring. Exterior wrapping with VA-approved designs is an option. The warranty must cover all parts and labor. User authentication should be via a single, reusable ID or PIN, without requiring smartphones or apps. The equipment must be UL approved and capable of indicating power failure, applying hysteresis rules, and allowing users with mobility limitations to complete pickups independently. Emergency services must be available 24 hours a day, with a maximum response time of two hours for equipment malfunctions or natural disasters. The contractor must provide a written emergency management plan. Initial setup includes delivery, installation, and education for VA staff. Repairs must be performed by certified contractors. The contractor shall maintain units and make timely repairs. All local, state, and federal laws must be followed during installation. Annual performance reviews are required. The contractor shall assess proposed installation sites for safety and accessibility. Employees must have current criminal background checks and adhere to all VA policies and regulations while on VA or veteran beneficiary property, wearing visible identification at all times.
