This solicitation is for the purchase of two scanning electron microscope (sem) detector systems for the Texas Department of Transportation (TxDOT), Materials and Tests Division. The purchase includes delivery, installation, calibration, training, and a one-year service plan with up to three optional one-year renewals. Responses must conform exactly to the specifications as the service is proprietary. The submission deadline is August 28, 2026, at 3:00 pm Central Time. TxDOT intends to award to the vendor providing the best value, based on lowest price and ability to meet requirements.
Delivery must be made between 8:00 am and 5:00 pm monday through friday except on regularly observed state or federal holidays.
Payment for goods or services purchased with state funds is made by warrants or by direct deposit. No penalty for late payment will be incurred by txdot if payment is made in thirty 30 days or less from receipt of goods, services, or a correct invoice, whichever is later.
Manufacturers standard warranty must apply unless otherwise stated in this solicitation.
TxDOT will review responses based on the lowest price and respondents ability to meet the requirements as specified in the solicitation in accordance with txdot terms and conditions paragraph 2. 07.
A respondent certifies that respondent and its principals are eligible to participate in this transaction and have not been subject to suspension, debarment, or similar ineligibility determined by any federal, state, or local governmental entity.
Default in promised delivery or service date unless vendor has received a written extension of the delivery or service date which has been signed by txdot or failure to meet specifications authorizes txdot to purchase goods or services elsewhere and charge the full increase, if any, in cost and handling to defaulting vendor.
Prior to and after award of the contract, designated txdot representatives may conduct unannounced visits to inspect vendors and its subcontractors facilities during normal business hours to monitor compliance in accordance with txdot specifications or carry out performance audits of the service.

Failure by the respondent to submit the documentation listed below may result in the response being considered nonresponsive.
