The US Embassy in Tashkent is soliciting quotations for a qualified contractor to provide law
enforcement trainings and needs assessment to enhance
security cooperation and prevent antiquities smuggling. Quotations are due on or before September 16, 2025, 12:00 PM Tashkent time (GMT+5), submitted by electronic mail to ***@***. *. * must be registered in the System for Award Management (SAM) database at www. ***. *. * prior to submittal. The contract performance periods are specified in section 1 of the solicitation. The US government intends to award a contract to the responsible company submitting an acceptable quotation at the lowest price, without holding discussions, although discussions may be held with companies in the competitive range if needed. Payment will be issued in tranches based on completion of performance milestones and submission of approved deliverables. Specific payment terms will be defined in the final contract. All costs, including production, travel, subcontracting, and vendor fees, must be reflected in the proposed budget. No separate reimbursements will be issued unless preauthorized in writing. The selected contractor must demonstrate a proven track record in delivering training and outreach programs related to cultural heritage protection, deep knowledge, innovative and practical solutions, and timely professional services in today's cultural heritage protection landscape. The contractor must also have the capacity to manage complex programs related to cultural heritage protection on a tight timeline, a team with more than 10 years of experience, and familiarity with FBI, Homeland
Security cultural property, art, and antiquities program and the US Department of Justice
security requirements related to cultural heritage protection. All proposal materials must be submitted in English. Incomplete proposals or those not aligned with the project timeline will not be considered.
