The 145th Airlift Wing intends to award a sole-source contract to Kardex Remstar for the disassembly, relocation, reinstallation, and calibration of two Kardex machines. Kardex Remstar is the exclusive authorized government sales and service dealer for all equipment in North Carolina. A sources sought was posted to SAM. gov with zero responses. This is a combined synopsis solicitation for commercial items. Proposals are requested, and a written solicitation will not be issued. Vendors must be registered and active in SAM. gov. Only FOB destination delivery terms are accepted. Do not separately price shipping/freight. Do not add additional terms and conditions. The solicitation incorporates various FAR clauses. The offeror must submit a technical proposal addressing plan of execution and points of contact. The government will award the contract to the responsible offeror whose offer conforming to the solicitation is most advantageous to the government, price and other factors considered. The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the government to exercise the options. The government will evaluate its option to extend services for six months. The calculated six-month price will be added to the offeror's total proposed price. The government may reject any or all quotes. After the evaluation of quotes, the contracting officer may negotiate final terms with one or more quoters of the government's choice before issuing a purchase order. The government will not consider any quote received after the deadline unless received before award and consideration of the quote is otherwise in the best interest of the government. Standing price quotations may be used if needed and deemed in the best interest of the government. If more than three quotes are received, the government will identify a grouping of the most competitively priced quotes. Remaining quotes will not be evaluated further unless later deemed necessary. If after non-price evaluation, the apparent awardee has unrealistically low or unbalanced pricing, the government will communicate with the vendor to ensure there was not a mistake in pricing prior to award. If a mistake is claimed, it will be handled in accordance with FAR 14. 407. The government may reduce quantities and reach out to offerors with acceptable or better non-price proposals, requesting they revalidate or update their unit pricing.
