The project aims to enhance existing wiper tanks by retrofitting them to the Super Orlof Intaglio SOI press to meet operational, safety, and quality standards, and currency production requirements. The upgrade focuses on reducing downtime, decreasing parts and chemical consumption, and extending the lifetime of wiper rollers. Initially, the upgrade will be applied to SOI 1 at the Washington DC facility, with an option to retrofit three additional presses. The contractor will provide new wiper tank systems, ensure delivery and installation, conduct commissioning, supply spare parts, offer training to BEP staff, provide comprehensive documentation in English, integrate systems without CCB approval, and furnish a warranty of at least one year. The contractor must also comply with various safety, environmental, and security requirements, including noise levels, general safety, sharp edges, heated surfaces, asbestos, airborne contaminants, safety data sheets, overload protection, emergency stops, and environmental regulations. Testing includes a Bureau Acceptance Test (BAT) and factory integration tests. Training will be provided for operators and maintenance personnel. Technical documentation, including engineering drawings and manuals, must be provided in English. The performance period includes a one-year base period and three options, with an anticipated period of performance from August 30, 2026, to August 29, 2028. Deliveries will be made to both the Washington DC and Fort Worth facilities. The notice is not a request for competitive offers, but interested sources may submit capability statements, comments, questions, or concerns via email by April 24, 2026. Respondents must be registered and active in the System for Award Management (SAM).
The contractor shall deliver and install the wiper tanks to BEP within 12 months of contract award. The anticipated period of performance is August 30, 2026, to August 29, 2028.
The contractor shall warrant all equipment, materials, and workmanship delivered to be free from defects, damage, or failure for a period of one year (12 calendar months) after BEP's final acceptance of the equipment. This warranty includes materials and labor for repair or replacement of defective parts and service at the installation site at no additional cost to the government.
