Platte River will pay vendor for the satisfactory completion of services provided under any purchase order or task order. Invoices must include invoice number, contract number ****, purchase order number, and task order number. Platte River is exempt from taxes.

Vendor warrants that services will be performed competently and professionally, free from defects in workmanship and materials, for 12 months after completion. Defects will be corrected at no cost to Platte River.

Platte River may accept the proposal it finds to be the most advantageous and provides the best overall value, which may not be the lowest-priced bid. Evaluation criteria include experience, price, quality, maintenance, service delivery, guarantees, references, financial resources, exceptions, and claims history.

Bidders must be fully qualified, properly licensed, adequately staffed, and equipped. Platte River may investigate bidders' ability to complete the project. Qualified bidders must maintain a permanent place of business, have necessary equipment, technical knowledge, experienced personnel, and adequate financial resources.

If a bidder fails to sign a contract, provide a performance bond, or supply required certificates within specified timeframes after award, Platte River may retain the bid deposit. Vendor is liable for damages incurred by Platte River due to vendor's breach of contract.

Platte River may deem bid proposals with exceptions nonresponsive. Failure to qualify or meet requirements for contract signing, performance bond, insurance, or certificate of good standing can lead to bid deposit retention.

Platte River will accept bid proposals only from qualified, responsible bidders that maintain a permanent place of business, have necessary equipment and materials, possess technical knowledge and experience, have qualified personnel, adequate financial resources, and have performed similar projects.

Platte River will not consider bidders it determines are not qualified for the project. Platte River has sole discretion to determine which bidders are qualified.

Bidder certifies that its bid meets compliance and quality control standards, is currently licensed and registered to practice public accounting in the state of Colorado and is in good standing, and engagement personnel signing audit reports are actively licensed certified public accountants in good standing. Bidder certifies that its bid meets the following compliance and quality control standards for the work specified in these bid specifications.

Evaluation criteria include demonstrated capability, strength of approach, clarity of deliverables, utility experience, quality of references, schedule, resource availability, total cost of ownership, pricing transparency, personnel qualifications, price, prior experience, and financial resources.

Bidders must be fully qualified, properly licensed, and adequately staffed and equipped. Platte River will accept proposals only from qualified, responsible bidders that maintain a permanent place of business, have technical knowledge and practical experience, qualified personnel, adequate financial resources, and have completed similar projects.

Platte River may reject any or all bid proposals, or accept or reject any portions of any bid proposals. Bidders may not alter, withdraw, or resubmit bid proposals for 90 days after the submission deadline.
