This is a Request for Quotations (RFQ) for local physician services at the U. S. Embassy Tallinn. The contract will be for a one-year period with two one-year options. Proposals are due by June 22, 2026, at 17:00 Estonian time. Submissions must be in English and in MS Word, MS Excel, or Adobe Acrobat PDF format, not exceeding 30MB. Offerors must be registered in the SAM system. S. government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price, based on initial quotations without discussions.
Quotations are due by June 22, 2026, at 17:00, Estonian time (GMT+3h). No quotations will be accepted after this time.
The payment term should be 30 days after receiving services. Payment will be made in accordance with the prompt payment act and prompt payment regulations.
The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.
The U. S. government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.
Offerors shall be registered in the SAM system for Award Management database prior to submittal of their offer/proposal. The assigned person must have a medical degree and a current and valid medical license, and be eligible to practice medicine/provide primary care services in Estonia. The contractor shall also provide proof of SAM registration, business registry outtake, and evidence that physicians are licensed and eligible to provide medical services in Estonia.
The government may terminate this contract, or any part hereof, for cause in the event of any default by the contractor, or if the contractor fails to comply with any contract terms and conditions, or fails to provide the government, upon request, with adequate assurances of future performance.
