The closing date and time for receipt of offers is 21 May 2026 at 12:00 PM EDT.

It is anticipated that a firm fixed price purchase order will be awarded on a competitive basis using tradeoff method as a result of this synopsis solicitation.

Contractors having the expertise and capabilities to provide these items are invited to submit offers in accordance with the requirements stipulated in this solicitation.

In accordance with agency procedures, interested parties may request an independent review of the agency protest at a level above the contracting officer.

The USCG requires delivery of all items ninety (90) days after receipt of the order (ARO), however, early and/or partial deliveries are desired and will be accepted.

All payments will be made electronically in accordance with FAR ****.

Award will be made to the lowest priced, technically acceptable offeror representing the best value to the government.

All items must have clear traceability to the original equipment manufacturer (OEM), Howmet Global Fastening Systems Inc. (cage code ****) and Fairchild Fasteners Europe (cage code ****) and provide documentation showing they are a Howmet and Fairchild authorized distributor.

Small business concerns having the expertise and required capabilities to provide these items, by the required delivery date, are invited to submit offers. The offeror must be able to meet all requirements for each CLIN, as listed in attachment 1.

The government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

The closing date and time for receipt of offers is May 15, 2026, at 12:00 PM Eastern Standard Time. The solicitation has also been extended to May 18, 2026, at 12:00 PM EDT.

It is anticipated that a firm fixed price purchase order will be awarded on a sole source basis to the manufacturer, Kaman Measuring and Memory, LLC.

Concerns having the expertise and required capabilities to provide these items are invited to submit offers in accordance with the requirements stipulated in this solicitation. All responsible sources may submit a quotation which shall be considered by the agency.

The offerors shall state the delivery for the items quoted. Delivery will be reviewed based on the following requirements: high confidence the offeror can deliver within fifteen (15) days after receipt of award (ARO); satisfactory confidence the offeror can deliver within sixteen (16) to thirty (30) days ARO; low confidence the offeror can deliver within thirty-one (31) or more days ARO.

The bid notice states that all payments will be made electronically in accordance with FAR ****.

The government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government utilizing the tradeoff process with the factors listed below. The following factors will be used to evaluate offers and are listed in descending order of importance. Non-price factors, when combined, are more important than price. Factor 1: Technical Acceptability; Factor 2: Delivery; Factor 3: Price.

The offeror shall provide the following with their offer: 1. The manufacturer CAGE code for the items being quoted. All items must have clear traceability to the original equipment manufacturers (OEMs), Sikorsky Aircraft Corporation CAGE code **** or Parker Hannafin Corporation CAGE code **** means a clear, complete, documented, and auditable paper trail which traces each step from an OEM to its current location. 2. All parts shall be new approved parts. New surplus and used serviceable will be considered with traceability to the OEM and approval from Medium Range Recovery (MRR) Engineering. If quoting new surplus or used serviceable items, photos of packaging and/or items must be included with the quotation for engineering approval. 3. Confirmation that a Certificate of Conformance will be provided in accordance with FAR 52. 246-15. 4. The FOB shipping point destination or origin and estimated shipping cost if FOB origin. All quotes will be considered FOB destination unless FOB origin is clearly stated, and shipping costs are included.
