This is a performance work statement (PWS) for the maintenance support of stand-alone CO2 fire suppression
alarm systems at various fuel oil test stands within the Corpus Christi
Army Depot (CCAD). The contract covers scheduled semiannual inspections and certifications, CO2 hose replacements, cylinder hydrostatic testing, and CO2 system recharge/reconditioning. The period of performance is one base year plus two 12-month option years. The contractor must be licensed by the Texas Department of Insurance for fire extinguisher certification. The contractor is responsible for all personnel, equipment, supplies, transportation, tools, parts, materials, supervision, quality control, and other items and non-personal services necessary to perform the required services. Additional documents, including a checklist for inspections, are required to be submitted for approval. The government will not exercise any supervision or control over the contract service providers. Security requirements, including installation access, background checks, and training requirements (IWatch, anti-terrorism, OPSEC), are detailed in the document. The contractor must comply with all applicable regulations, publications, manuals, and local policies and procedures, including NFPA standards. The government will evaluate the contractor's performance according to a quality assurance surveillance plan. The contractor must provide a site-specific safety and occupational health accident prevention plan and activity hazard analysis. The government will provide utilities and identification cards. The contractor must furnish all necessary vehicles and equipment. The contractor must provide a field service report at the completion of each visit. The contractor must coordinate with the COR for all pre-scheduled inspections and emergency repairs. The government will ensure that all equipment is accessible to the contractor's service technician at the time of visit.
