The U. S. Department of the Treasury, Office of Technical Assistance (OTA), is recruiting individuals for Personal Services Contracts to serve as Technical Advisors for its Budget and Financial Accountability (BFA) program. Advisors will provide technical assistance to counterpart governments in developing and transitional countries to strengthen public financial management (PFM) systems. This recruitment is for assignments worldwide, requiring either living overseas as a resident advisor or significant international travel as an intermittent advisor. Responsibilities include providing technical advice, designing reforms, facilitating institutional change, optimizing operations, building capacity, developing tools, and reporting progress. A Bachelor's degree in a related field is required, with at least five years of senior-level experience in areas such as budget policy, execution, treasury management, government accounting, or internal audit. Proficiency in Spanish or French is highly desirable. Candidates must be U. S. citizens and able to obtain a secret security clearance and State Department medical clearance. Salaries will be negotiated based on program regulations, not to exceed the Senior Executive Service EX III hourly equivalent.
