The U. S. International Development Finance Corporation (DFC) is seeking a technical engineering consultant with expertise in potash mining projects. The consultant will conduct due diligence on a greenfield potash mining project in Argentina. Responsibilities include analyzing the preliminary feasibility study, identifying weaknesses, challenging conclusions, validating cost inputs, reviewing pilot plant design, and interpreting seismic results. The contractor must have at least 10 years of consultancy experience in potash projects and 10 years in the broader mining or fertilizer sectors. Travel to Argentina may be required. The period of performance is 10 weeks from award, with work commencing upon availability of project documents. The contractor must also meet DFC security requirements and obtain a public trust clearance. Deliverables include a draft and final report. Quotes are due by June 3rd, 2026, at 10:00 AM ET. Inquiries should be submitted by May 28th, 2026.
The period of performance shall be for a base period of ten (10) weeks from award. Consultants work and review will only begin when the PFS and 3D seismic become available, currently expected by mid-July.
The bid notice states that payment will be made in accordance with the Prompt Payment Act (31 ****) and prompt payment regulations at 5 CFR part ****.
The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.
The contractor shall have the requisite expertise to consult on matters related to the items outlined in the SOW or be able to subcontract to a firm that specializes in potash mining projects in South America or Argentina. Requisite experience equates to 10 years of consultancy work in potash projects and 10 years of consultancy experience in the broader mining or fertilizer sectors.
In the event of the contractor's or a subcontractor's noncompliance with the clause addressing DEI discrimination by federal contractors, this contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts.
Travel to the project site in Argentina may be required, subject to DFC prior approval.
When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers.
