The contract period of performance includes a base period of 12 months and four 12-month option periods, with the base period running from May 1, 2026, to April 30, 2027.

Invoices will be submitted in arrears to USACE Lucky Peak Lake via email and will be verified by the COR before payment can be authorized. A safety exposure report must be submitted with each invoice; failure to do so will delay payment.

The contractor must hold all licenses and certifications required by the state of Idaho, Ada County, and Boise County, and provide proof before starting work. The contractor must also have sufficient equipment and labor to perform the services. Personnel must be able to read, write, speak, and understand English. Contractors must comply with antiterrorism and security training requirements.

If work is halted due to an unsafe condition, the contractor will have no basis for compensation for damages incurred due to the work stoppage.

The contractor shall deliver all components/materials no later than six months after award of contract.

Each diesel-powered mobile air compressor shall be covered by a minimum one-year warranty on all parts, labor, and workmanship from factory defects. Any other warranties offered by the manufacturer that are regularly included with this product shall also apply.

Quotes that are absent manufacturers product data sheets will not be considered valid quotes. All documentation shall be provided to the government for technical evaluation.

The period of performance for this contract must be anytime between 21 April 2026 and 30 June 2026.

The contractor must, without additional expense to the government, be responsible for obtaining all necessary licenses and permits and for complying with any applicable federal, state, and local laws, codes, and regulations in connection with the performance of the work. The contractor will also be required to have an onsite POC who is fluent in the English language.

If defective service is not corrected timely, the government may deduct from the invoice for each day the requirement is not met.

The response to this notice must be received on or before 3:00 PM on April 24th, 2026.

Companies must provide a capability statement expressing interest, capability of performing a contract of this magnitude and complexity, list any special qualifications and certifications held, as well as any in-house personnel capabilities related to accomplishing the summary scope of work. Additionally, a list of your company's technical experience similar to or the same as the summary scope of work, including a brief description of the project scope, schedule, dollar value and the firm's role in the project, a statement of your company's bonding capacity, and a statement of your company's business size and type (HUBZone, service-disabled veteran owned, 8(a), woman owned) are required.
