The City of Manitou Springs is seeking proposals for street striping and pavement marking services. The contract will be for one year, with options to renew for four additional one-year periods. The annual not-to-exceed value is $120,000. Proposals are due by July 3, 2026, at 3:00 PM MST. Award will be made to the responsive, responsible bidder with the lowest total bid. Attendance at the pre-proposal conference is optional. Questions must be submitted via BidNet by June 19, 2026, 3:00 PM MST. All proposals must be submitted electronically through BidNet.
Proposals must be received no later than July 3, 2026, 3:00 PM MST.
Work shall be compensated in accordance with the contract documents using bid unit prices and approved time and materials rates, as applicable. Payment will be made on invoices as satisfactory work is completed and accepted by the city.
The contractor shall warrant pavement marking work against defects in materials and workmanship for a period of one year from the date of acceptance, unless a different warranty period is approved by the city in writing.
Award will be made to the responsive, responsible bidder with the lowest total bid based on the estimated quantities and unit prices in the bid pricing schedule.
Companies must be qualified and have experience in municipal street striping and pavement marking projects. The city may consider Colorado presence, experience in similar mountain communities, and familiarity with municipal traffic control and public access needs.
If the city terminates this contract, in whole or in part, due to contractor's breach of any provision of this contract, contractor shall be liable for actual and consequential damages to the city.
A pre-proposal conference will be held virtually on June 12, 2026, at 4:00 PM MST. Attendance is optional.
Any actual or prospective offeror who is aggrieved in connection with either the solicitation or award of a contract may protest in writing to the city's administrator within three calendar days after such aggrieved person knows, or reasonably should have known, of the facts giving rise thereto.
Failure on the part of any contractor to carry out a previous contract in a satisfactory manner may be deemed sufficient cause for disqualification. Significant exceptions to the RFP may also make a proposal nonresponsive.
The annual not-to-exceed value of this contract is $120,000.
