This is a combined acquisition strategy and acquisition plan for the marketplace for the acquisition of professional services maps. The Department of the Army intends to consolidate RS3 and ITES-3S contract requirements for the MAPS acquisition. This consolidation is deemed necessary and justified as it is projected to yield lower overall prices for the government, generate significant operational efficiencies, and improve mission performance. By replacing two contracts with one, duplicative procurement and management efforts will be eliminated, reducing costs and administrative burdens. Market research has been conducted, indicating that consolidation is beneficial and that small businesses are capable of performing portions of the requirements. Alternative contracting approaches were considered and rejected due to increased administrative burden and complexity. The benefits of consolidation include quantifiable cost reductions and non-quantifiable benefits such as standardized ordering procedures, shortened procurement lead times, enhanced agency agility, reduced bid and proposal costs for contractors, streamlined contract administration, and improved transparency and accountability.
