NARA requires offsite commercial secure document destruction for federal records centers in Riverside, San Bruno, and Seattle. Transportation must be no cost to NARA. Evaluation is based on best value, where technical understanding is more important than price. Quotations are due by 4:00 pm EST on August 28, 2026. Contractors must be registered in SAM and have a valid EUI number. Destruction must meet CUI standards, using crosscut shredders (1mm x 5mm or smaller) or disintegrators.

The contract is a no-cost, revenue-generating, fixed-price per ton contract.
Selection will be determined by the best value quotation, where all evaluation factors other than price, when combined, are more important than price.
Contractors must be registered in the system for award management SAM and have a valid EUI number at quote submission date.
The contractor bears the burden of financial loss for paper that is rendered not fit for recycling while in its possession.
NARA reserves the right to inspect the contractors and subcontractors facilities prior to the award of the contract and at any time during the term of the contract.
