This is a justification for an exception to fair opportunity under an indefinite delivery indefinite quantity (IDIQ) contract for Air Operations Center Weapon System (AOCWS) Integrated Joint Special Technical Operations (IJSTO) support services. The General Services Administration (GSA) Assisted Acquisition Services (AAS) is acting in support of the United States Air Force Central (USAFCENT). The current contract, which provides Special Access Program (SAP) operational planning support to USAFCENT, ends on March 14, 2026. To prevent a lapse in critical services and allow time for a competitive solicitation, a bridge contract is being awarded to the incumbent contractor, Great Hills Solutions, LLC. The new work is urgent, and providing fair opportunity would result in unacceptable delays. The contract will involve developing and maintaining SAP integrated operational plans for various contingencies within the USAFCENTCOM area of responsibility. The contractor must provide highly qualified personnel with expertise in program management, airpower employment, joint operations, special operations, intelligence, logistics, AOC operations, planning, and air combat weapons systems. The contract includes support to USAFCENT headquarters, deployment locations, and subordinate units. The bridge effort will be a firm-fixed-price (FFP) task order with direct reimbursement for travel costs and GSA contract access fees. The period of performance for the bridge contract is up to nine months (a 6-month base period and three 1-month option periods). The long-term plan is to competitively award a new task order under the OASIS GWAC. The bridge contract period is structured to facilitate the development, solicitation, evaluation, and award of the new competitive task order, projected for award no later than December 2026. The anticipated cost will be determined fair and reasonable through price analysis, comparing quotes to previously negotiated rates, the independent government estimate (IGE), and rates of other contractors. The incumbent contractor has consistently demonstrated capability, maintained a stable workforce with required clearances and experience, and their performance evaluations indicate they meet or exceed qualifications. A lapse in services would significantly increase risk to the USAFCENT mission and direct support to the warfighter. A solicitation for the new acquisition will be issued in May 2026, with an award no later than December 2026. An official posting will be performed on SAM. gov within 14 days after placing the order for a minimum of 30 days.
