This is a draft Request for Proposals (RFP) for the design and construction of an Aerospace Power Systems Laboratory (APSL) at NASA Glenn Research Center. The project will be executed using a two-phase design-build method. Phase 1 involves conceptual design and technical proposals, with stipends for downselected firms. Phase 2 will involve the final design and construction. The facility will be approximately 34,000 sq ft and will support advanced power systems research and testing. Key requirements include specialized lab systems, utility integration, and sustainability standards (LEED Silver or Green Globes). The anticipated performance period is approximately **** calendar days after notice to proceed. Project Labor Agreements (PLAs) are required.

The contractor shall begin performance within 10 calendar days and complete it within 725 calendar days after receiving award, notice to proceed. This performance period is mandatory negotiable.
Payment will be made by the contracting officer. Invoices for payment are submitted to the NASA Shared Services Center (NSSC). Payment requests shall include a breakdown of billed labor costs, other direct costs, indirect rates, and progress reports. For fixed-price contracts, invoices shall include a description of goods and services delivered, dates of delivery/performance, progress reports, and dates of performance.
The contract will include a complete facility and warranty based on the request for proposal.
The acquisition will employ a two-phase selection procedure. Phase 1 evaluation criteria will include technical approach, technical qualifications, and past performance, excluding cost/price. Phase 2 will be based on best value to the government under FAR 15 procedures.
The design-build team must consist of both a designer of record and construction contractors. Offerors must assemble a team capable of delivering a facility with the specified characteristics. Specific qualification requirements will be detailed in the Phase 2 RFP.
There are two types of liquidated damages: 1. For area prepared and ready for vacuum chamber installation, assessed if not ready by a TBD date. 2. For overall period of performance completion date, assessed if the project is not complete by the period of performance end date.
Offers providing less than 90 calendar days for government acceptance after the date offers are due will not be considered and will be rejected. Failure to comply with safety and health plan requirements may result in corrective or performance-based actions.
