Hays County is seeking proposals for a sports facility league provider and operator for the Hays County Sportsplex. The awarded organization will be responsible for programming, managing, and maintaining the facility, including day-to-day operations, upkeep, and offering various sports programs. Proposals are due by July 20, 2026, at 10:00 a. m. CT. A facility tour is scheduled for July 8, 2026, at 9:00 am CST and is highly encouraged. Questions must be submitted in writing by July 9, 2026, 5:00 p. m. CT. The initial contract term is August 2026 - July 2036, with potential renewals up to 30 years. Compliance with Revenue Procedure **** is mandatory. Proposals must demonstrate financial stability, experience, and a detailed program and maintenance plan. Award will be based on evaluation criteria including program fees, profile and experience, and organizational structure.
Proposals must be submitted to the Hays County Purchasing Office no later than July 20, 2026, 10:00 a. m. Central Time CT. Late proposals will not be accepted.
Payment shall be made by check or warrant by County upon satisfactory delivery and acceptance of products and services and submission of an invoice. Payment shall be deemed to have been made on the date of mailing of the check or warrant. Interest on overdue payments is governed by Tex. Govt Code Ann. , Ch ****.
The successful respondent expressly warrants that all services specified in the RFP will be performed with care and diligence and in accordance with all specifications of the RFP. The successful bidder agrees to correct any deficiencies in performance of services upon notification by the County and without additional expense to the County.
Proposals will be evaluated and ranked based on program fees (20 points), profile and experience of the organization (35 points), and organizational structure and program overview (45 points).
Proposers must be legally capable of operating within Texas, have extensive and current experience in managing multisport venues, and provide EBITDA statements for the past three calendar years. Respondents and their principals may not be debarred or suspended from the System for Award Management (SAM).
Failure to perform any provision will constitute a default of contract, in which case, corrective action shall take place within ten 10 days from the date of written notice citing the nature of breach. Failure to take corrective action or provide a satisfactory written reply excusing such failure within the prescribed ten 10 days will authorize the County to terminate this agreement by written notice.
A facility tour is scheduled for Wednesday, July 8 @9:00 am CST at **** Goforth Road, Kyle. Attendance is not mandatory but highly encouraged.
If the contractor does not agree with any document, notice, or correspondence issued by the Purchasing Agent, or other authorized County person, the contractor must submit a written notice to the Purchasing Agent within ten 10 calendar days after receipt of the document, notice, or correspondence.
Failure of a vendor or any of its representatives to observe the restriction of not discussing solicitation contents with employees other than purchasing staff may result in disqualification of any related offer. Proposals received after the time and date set for submission will be returned unopened.
