This is a solicitation to establish a blanket purchase agreement (BPA) for alfalfa grass mix hay. The agreement is valid for 5 years from the award date, with a maximum aggregate dollar limitation of $500,000. The government is obligated only to the extent of authorized call orders. Prices for hay will be fixed for 120 days from the start date of the BPA. Delivery will be FOB destination to the USDA, APHIS, Veterinary Services facility at 772 Highway 89 S, Gardiner, MT **** must provide pricing and delivery schedule for call orders, which may be up to three months in length. Deliveries may be as frequent as four times per year. The hay must be certified weed-free, within 1 year old, and not rotten or moldy. Physical inspection will take place at the time of delivery. All deliveries must be coordinated with Becky Bigelow at **** must indicate the approximate weight of bales offered and the corresponding price per ton delivered. This pricing will be valid for 120 days from the date of issuance of the BPA award.

The USDA intends to establish a five-year blanket purchase agreement (BPA) for alfalfa grass mix hay to be delivered to the Gardiner, MT area. This procurement is a small business set-aside (NAICS: ****). The Request for Quotation (RFQ) is attached to this synopsis.

A complete quotation package must include a signed SF ****, reference the solicitation number, company name, address, DUNS number, point of contact, completed pricing schedule, past performance information (at least 3 references), and acknowledgement of any amendments. Submit all questions by email to ***@***. *. * no later than three days prior to the response deadline. Vendors must be registered in SAM (System for Award Management) by the solicitation response date. The US Department of Agriculture APHIS is an agency of the federal government. Past performance references should be on separate sheets and include contract reference number, company entity name, point of contact, description, and any problems encountered on the contract and corrective actions taken. The government may evaluate solely on the information provided in the quotation. Quotations that include additional terms may be excluded. Quotations must include a price for all items. The contractor shall furnish all needed personnel, supervision, transportation, material, equipment, services as described in the statement of work. All pricing to include any and all costs (overhead, general and administrative costs, profit, insurance and transportation). The base contract period is from the date of award through June 30, 2026. The contractor shall perform regular and routine scheduled preventative quarterly maintenance on 4 autoclaves. No work shall be conducted on Saturdays, Sundays, or federal holidays without the contracting officer's approval. Inspect all screens, filters, door seals, gaskets, valves, valve kits, piping, unions, fittings, solenoids, etc. The services to the equipment will be performed Monday through Friday, 7:30 a. m. to 4:00 p. m. , local time, excluding federal holidays. The service contractor will provide factory trained and qualified service technicians and provide copies of training certificates. The service contract covers labor and travel charges for routine maintenance as well as six unscheduled maintenance visits. Unscheduled repairs will be made within **** hours. The contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation. The contractor shall comply with all applicable federal, state, and local safety and occupational health laws, rules, and regulations. The contractor shall utilize products and material from bio-based materials to the maximum extent possible. USDA APHIS PPQ is a secure facility. Contractors must be escorted at all times while on site. Contractors must provide photo ID and sign in/sign out when entering/leaving the facilities. The contractor shall submit invoices and supporting documentation to the COR and submitted via www. ***. *. * proper invoice must include specific information. The government reserves the right to reject an invoice that does not include the information above. The contractor shall comply with FAR clauses. The contractor shall include the substance of this clause in subcontracts. The contractor shall, without additional expense to the government, be responsible for obtaining any necessary licenses and permits, and for complying with any untied states federal, state, and municipal laws, codes, and regulations applicable to the performance of the work. The contractor shall also be responsible for all damages to persons or property that occur as a result of the contractor's fault or negligence. The contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work. The period of performance of this contract is from date of award through **** and not to exceed five years. The ceiling price of this contract is $250,****.
