This performance work statement (PWS) describes the technical support required for the continued implementation of the EPA-DOI FAS Water Quality Laboratory and Laboratory Technician
Certification Program. The program, modeled on the US EPA laboratory
certification program, aims to maintain and improve technical performance among regulatory environmental agencies' water quality laboratories in the freely associated states (Palau, Marshall Islands, Federated States of Micronesia). The program manager must be a US EPA accredited laboratory
certification officer with experience working with the freely associated states on drinking water laboratory issues. Activities include updating the
certification manual, purchasing equipment and supplies, conducting biannual recertification audits, preparing and distributing laboratory
certification audit reports, providing ongoing technical assistance, and potentially providing training on turbidity analysis and evaluating expanded parameters. The period of performance is base plus four, one-year options. All non-local travel must be approved in advance by the COR and comply with federal travel regulations. Other direct costs for travel, copying, postage, courier, and supplies are allowed. The contractor must submit work-in-progress for inspection and maintain supporting files. The contractor must contact the COR to discuss any problems and provide a written explanation within five calendar days. Contractor personnel must be clearly identified as independent contractors when attending meetings or visiting field sites.
