Proposals are being accepted by Henderson State
University until 11:00 AM Central Time on August 13, 2025, for promotional items and
clothing. Proposals should be submitted to Arkansas State
University Procurement Services at the specified addresses. The RFP was issued on July 15, 2025, and the deadline for questions is July 24, 2025. Responses to questions will be posted on the website on July 31, 2025. The public opening of proposals will be held on August 13, 2025, at 11:00 AM CST. The contract will be awarded to the vendor that best satisfies the
university's needs at optimum cost and service performance. Cost will not be the sole criterion. Vendors must state the purchase price of each line item in the proposal packet. The contract will be a firm, fixed-price contract for the services. The contract is available to any college or
university in Arkansas that wishes to utilize the services of the selected proposer, and if the proposer agrees, they may agree as provided in this RFP. Proposals must be submitted in both hardcopy and electronic form. The
university reserves the right to reject any or all proposals. The required services are to commence in August/September 2025 and will continue for an initial period of five years with the option to extend for two one-year extensions. The
university is not obligated to ask for or accept clarifications after the opening date, but may request additional information if deemed necessary. Proposals and documents become the property of the
university and shall be open to public inspection following the proposal opening, excluding proprietary information. The bidder agrees that the
university or its duly authorized representatives shall have access to, and the right to audit and examine any pertinent records of the bidder related to this contract. The bidder will obtain and maintain all necessary licenses and permits required to perform the services. State law requires certain contracts to include performance standards. All items purchased must be from a licensed vendor and cannot be made in China. Vendors must submit the names, addresses, and telephone numbers of three references. Vendors must agree and adhere to Arkansas Act 943 of 2025, which prohibits the use of public funds to purchase promotional items made in China. The selection process involves a review of proposals, individual evaluator scores, group committee discussions, selection of finalists, and potential interviews. Proposals will be evaluated based on a comparative formula of relative weighting. The
university will not reimburse any proposer's costs incurred in the preparation and submission of proposals. The bidder must submit one complete electronic copy of the proposal from which any proprietary information has been removed. The redacted copy should reflect the same pagination as the original, show the empty space from which information was redacted, and should be submitted on a CD or flash drive, preferably in a PDF format. The redacted copy must be identical to the original hard copy, except for the redacted information. The bidder is responsible for ensuring the redacted copy is protected against restoration of redacted data. The redacted copy will be open to public inspection under the Freedom of Information Act (FOIA) without further notice to the respondent. If a redacted copy is not received, the entire proposal will be open to public inspection. If the state of Arkansas deems redacted information to be subject to the FOIA, the bidder will be contacted prior to sending out the information.
