Proposals are due by Thursday, July 23, 2026, at 2:00 p. m. july 23, 2026 deadline for agencys receipt of sealed, competitive proposals 2 pm.

Selection will consider staff experience with similar campaigns, ability to provide web and ad agency services, estimated value-added services, price, creative work, and responsiveness to inquiries. evaluationcriteria include staff experience with similar communitybased campaignsas opposed to productoriented, ability to provide both web services and adagency services based on references and examples, estimated valueadded services, price, creative work, and responsiveness to inquires outlined here.

Proposers must provide references, creative work samples, information on their project team, and details on budget and billing. They must also submit completed financial, value add, and web matrices, along with conflict of interest affidavit, certificate of noncollusion, state finance law procurement form, permissable contacts affirmation, and prior nonresponsibility determination. all proposals must include the following seven items.

The anticipated annual budget is within the range of $250,000 to $325,000. ocrras 2027 budget has yet to be determined, but it is anticipated to fall within the range of 250, ****, 000.

Quotes are due by Thursday, July 30, 2026, no later than 2:00 PM. The vendor will need to remove all materials by noon on the date of the event.

The evaluation and selection process will consider the vendors ability to meet the requirements of this request on a cost-effective basis.

The vendor must provide a description of the company's current insurance coverage and certificate of insurance for specific limits. OCRRA must be named as an additional insured on these policies on a primary and noncontributory basis. The vendor must also provide a key contact person and, if different, a locally based contact.

If you fail to comply with procurement contacts restrictions or you submit knowingly false, inaccurate or incomplete information, or you violate our OCRRA ethics code, you may be found to be a nonresponsible vendor. This can result in a rejection of your firm for contract award, a cancellation of the contract, and in the event of two such findings in a four year period, debarment from obtaining any further OCRRA procurement contract for a period of four years from the time of the second violation.

Payment will be made by the government. Invoices should be submitted to the address shown in block 18a. The contract incorporates clauses related to electronic submission of payment requests and receiving reports via Wide Area Workflow (WAWF).

Award will be based on lowest price.

This acquisition is a total small business set aside. The North American Industry Classification System (NAICS) number is **** and the small business size standard is 1,350 employees.
