El Paso County is seeking bids for the construction of the Deer Creek Road, Base Camp Road, Microscope Way Project. Services include roadway reconstruction, widening, and drainage improvements. Bids are due by June 24, 2026, at 12:00 PM MT, submitted electronically through the Rocky Mountain e-Purchasing System. The services called for shall be completed within two hundred fifty (250) working days. The contract term is anticipated to begin on or around July 21, 2026, and end on August 31, 2028.
Payment is net 45 after receipt of invoice and all required backup documentation. Invoices may not be submitted more frequently than once a month.
Any required warranty period, if applicable, which exceeds the contract term shall remain in full force for the duration of the warranty period.
The award of the bid will be made to the responsible contractor who submits the lowest dollar responsive bid for all bid items combined.
Bids will only be considered from contractors engaged in performing the work, with at least two years of satisfactory performance, sufficient financial support, equipment, and organization. Contractors must submit evidence of qualifications, including up to three relevant projects from the last five years.
Liquidated damages shall be invoked as specified in the standard specifications for road and bridge construction if the contractor fails to complete the work within the timeline.
A presolicitation meeting will be held at **** Akers Drive, Colorado Springs, CO. A representative of the contractor is encouraged to attend this meeting to become familiar with the specifications.
Violations of lobbying prohibitions, falsifying certifications, or misstating/concealing material facts can lead to disqualification.
