This is a justification for an exception to fair opportunity for credit reporting services for personnel vetting. The Defense Counterintelligence and Security Agency (DCSA) proposes to enter into a contract action with Verato, Inc. under an existing IDIQ contract for personnel vetting. The services include providing single bureau consumer employment credit reports and trimerge credit reports, delivered in a specific DoD format with a system-to-system connection. The requirement is urgent due to high daily and weekly volumes of credit checks impacting initial vetting and continuous vetting. Verato, Inc. is the only vendor with the required specialized system-to-system connection already in place. Additionally, the other prime contractor under the IDIQ, Array US, Inc. , is not SAM registered, making Verato the only eligible awardee. The task order is limited to a six-month base period to minimize the duration of this noncompetitive action while addressing current barriers to competition. Market research indicates that the established firm-fixed pricing on the existing IDIQs is more cost-effective than other available vendors.
