Proposals must be emailed by Monday, June 15, 2026, at 10:00 am.

Provider shall submit invoices on a monthly basis. Payments shall be made within thirty (30) days after receipt of invoices for services performed and acceptance of such services by the authorized agent of the county.

Emphasis will be placed upon the quality of the services offered, experience factors, local knowledge of the SWMO, the competency of the prospective consultant team proposed and proven ability to meet the project schedule, and outside references.

Consultants must demonstrate a clear understanding and familiarity with SWMO plans, objectives, and projects, and provide a list of key personnel detailing their training, work experience, and employee category.

Questions will be accepted through Friday, June 5, 2026.

Evidence of contacting Scott County staff directly, or failure to provide requested information in the proposal, may be cause for rejection or disqualification.

The bid closing date is Tuesday, June 16, 2026, at 10:00 a. m.

The bid notice states that the contract will be awarded to the lowest responsible bidder.

The county board of commissioners reserves the right to accept or reject any or all bids and to waive any defects therein.

The bid due date is April 30, 2026, and bids must be received and timestamped by 2:00 PM on that date to ensure consideration. Late bids may not be opened.

The bid notice states that all services provided by the vendor shall be performed to the satisfaction of the county, and payment shall be withheld for work found to be unsatisfactory or performed in violation of laws. All employees of the bidder shall be experienced and competent technical persons with experience and qualifications in completing similar projects and shall be directly employed and supervised by the bidder. Bidders are also required to ensure that any and all licenses as required by state and federal statutes are maintained during the term of the contract.
