The Food and Drug Administration (FDA) is seeking an advanced image analysis platform for its Division of Product Quality and Research (DPQR). The platform should be cloud-based and capable of assessing the impact of process parameters and material attributes on product quality. It needs to manage and analyze large volumes of image and quantitative data, segment complex imaging data, and predictively simulate critical quality attributes. The platform must be deployable on FDA's High-Performance Computing (HPC) clusters with a Linux-based system. The contract will include delivery, installation, and onsite training. The required delivery date for the items is on or before September 30, 2026. This is a total small business set-aside procurement. Quotes are due by 3 PM ET on June 23, 2026.

Payment terms are Net 30 days after government acceptance of the supply item service. Payments shall not be made more frequently than monthly in arrears. Advance payments will not be made.
The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.
The government will award a contract resulting from this solicitation to the responsible quoter whose quotation, conforming to the requirements of the solicitation, represents the best value to the government. Best value is defined as Lowest Price Technically Acceptable (LPTA).
All quoters shall be authorized resellers and/or servicing agents and shall identify and/or provide documentation to confirm their claim as an authorized reseller and/or servicing agent.
If the services are rejected for failure to conform to the technical requirements of the task order, or any other contractually legitimate reason, the contractor shall not be paid, or shall be paid an amount negotiated by the CO.
Quotations that conflict with or do not clearly reflect the specified product and requirement of this solicitation may be deemed as technically unacceptable and may not be considered for award. Submissions containing macros will be considered nonresponsive.
