Payment for a contract entered into as a result of this request will be made monthly upon receipt of the consultants billing statement and progress reports.

The following factors will be considered in making the selection taking into account that therespondent is found responsive pursuant to the provisions of chapter 206 of the city of lansingscode of ordinances: experience 25based upon the respondents past work on similar projects and education that is relevant to the work in thisrfp.

Questions from respondents regarding this rfp must be submitted to the buyer, in writing, and must arrive in the office of purchasing no later than seven 7 city business days prior to the due date of the rfp.

Bids will be accepted until 2:00 p. m. , local time in effect on August 6, 2026.

Progress payments will be made based on the cost of work certified as completed, subject to deductions. Final payment will be made after final inspection and satisfaction of all claims.

The contract will be awarded to the lowest responsible bidder on the basis of section 206 of the City of Lansing code ordinances.

Each bidder shall, upon request of the City of Lansing, submit a statement of the bidders qualifications, its experience, its organization and equipment available for the work contemplated.

If the work is not completed within the time stipulated, the contractor shall pay the City of Lansing as liquidated damages **** per calendar day.

Each bidder shall visit the site of the proposed work and fully acquaint itself with the existing conditions, the difficulties and the restrictions attending the performance of the contract.

Any proposal received without each addendum listed by number and date received on the outside of the bid proposal envelope may be declared a nonresponsive bid.

Proposals must be submitted no later than 2:00 PM local time on August 27, 2026.

Proposals will be evaluated based on weighted criteria: experience and qualifications (30%), contractor capacity (30%), cost proposal (20%), and references and past performance (20%).

Firms must be qualified and licensed general contractors, also certified lead abatement firms. They must have an active SAM. gov registration and a unique entity identifier. Proof of at least two business lines of credit, and certificates showing comprehensive general liability, professional liability, and workers compensation coverage of $1,000,000 are required.

Questions regarding this RFQP must be submitted in writing via email no later than Thursday, August 20th.

Submitted responses that do not include all required items are incomplete applications and will not be considered. Failure to do so may result in the proposal being declared nonresponsive and rejected.

Proposals must be submitted no later than 2:00 PM local time on August 13, 2026.

Payment will be made monthly upon receipt of the contractor's billing statement and progress reports, within 10 business days of approval of documentation and invoice.

Selection will be based on the highest scoring qualified RFP, proof of meeting minimum qualifications, clear understanding of scope of services, and evidence of an ethical and reliable operation with satisfactory past performance and sufficient resources.

Proposers must be licensed, have the capacity to perform duties, provide sufficient staffing and fleet availability, possess all required credentials, and maintain adequate insurance, including $2,000,**** of liability insurance naming the city as additional insured.

Questions must be submitted in writing no later than seven city business days prior to the due date.

Failure to submit all requested information, failure to be licensed as required, or collusive agreements may result in disqualification.
