The U. S. Embassy in Bogota, through the Bureau of International Narcotics and Law Enforcement (INL), is seeking quotations for a high-resolution satellite imagery service for Colombia. The service will be provided as an annual cloud-based subscription and will cover the territory of Colombia. Key technical specifications include a cloud-based web service available 24/7, tasking capabilities with specific time windows and dates, a minimum area per acquisition request of 25 km², a satellite constellation with at least 15 high-resolution satellites, images with 3-5 spectral bands and up to 0. 5-meter spatial resolution available within 48 hours, access to a historical archive, and tools for search, preview, selection, and download. The license for downloaded images will be perpetual. Premium technical support and dedicated user management are also required. The contract period is from June 15, 2026, to June 14, 2027. Quotations must be submitted via email by June 09, 2026, at 16:00 hours Bogota time. The award will be made on a Lowest Price Technically Acceptable (LPTA) methodology. Offerors must be registered in SAM. gov. Restrictions apply to products originating from China. A 12-month warranty with local support is required. The U. S. government will not reimburse VAT or IVA.
The vendor shall have no more than 10 days to deliver the full order upon award notice to proceed.
The government shall pay the contractor as full compensation for all work required, performed, and accepted under this order 30 days after receipt of the invoice.
The items delivered must have at a minimum 12-month warranty from date of delivery, with a locally supported general warranty. Contractor must respond to any technical requests over the phone or email in a maximum of two hours and repair equipment within a maximum response time of 48 hours at the site of the request during the warranty period.
Award will be made based on a lowest price technically acceptable (LPTA) methodology.
The government will determine vendor responsibility by analyzing whether the apparent awardee meets the requirements of FAR 9. 1. Prior to award, the U. S. government reserves the right to visit the manufacturer's plant or subcontractors' plants to verify that the items or goods and services offered meet the technical requirements of the RFQ and determine appropriate contractor responsibility. Evidence that the quoter can provide the necessary personnel, equipment, and financial resources needed to perform the work is required.
The government may impose remedies including suspension of contract payments, termination for default, or referral to the agency suspension and debarment official in the event the contractor fails to follow procedures outlined in the tax relief clause.
Questions pertaining to this solicitation must be received by the government no later than June 01, 2026, at 16:00 hours Bogota, Colombia time.
Proposals submitted to the American Embassy are exclusive, and any disclosure may result in disqualification from the processes. Failure to comply with IT security requirements may result in termination of the contract.
