Dalton-Whitfield Regional Solid Waste Management Authority is seeking bids for the construction of a landfill gas extraction system expansion at its Old Dixie Highway MSW Landfill. The project involves surveying, installing gas extraction wells, piping, appurtenances, controls, and monitoring equipment. Bids are due by 3:00 PM EST on Thursday, May 21, 2026, and will be opened at the administrative office. A mandatory pre-proposal conference is scheduled for May 1, 2026. Bidders must submit a bid bond of five percent of their bid price. The work will be awarded as one contract. Contractors must comply with the Georgia Security and Immigration Compliance Act and submit a notarized affidavit.
The bids will be received until 3:00 p. m. EST, Thursday, May 21, 2026. The work is to be substantially completed within 120 calendar days from the notice to proceed and completed and ready for final payment within 150 calendar days from the notice to proceed.
The owner will make progress payments on account of the contract price on the basis of contractors monthly applications for payment, within approximately 14 days of receiving a written recommendation of payment from the engineer. Progress payments will be 90% of work completed and 90% of the cost of materials and equipment not incorporated in the work, with the balance being retainage. Upon substantial completion, owner shall pay an amount sufficient to increase total payments to 95% of the work completed.
Contractor warrants and guarantees to owner that all work will be in accordance with the contract documents and will not be defective. This warranty excludes defects or damage caused by abuse, modification, or improper maintenance or operation by persons other than contractor, or normal wear and tear under normal usage.
In evaluating proposals, authority will consider whether or not the proposals comply with the prescribed requirements, and such alternates, unit prices and other data, as may be requested in the proposal form or prior to the notice of award. Authority reserves the right to reject any or all proposals, to waive informalities and to readvertise.
To demonstrate contractors qualifications to perform the work, the following items will be considered by the authority along with the bid price in the overall evaluation of the contractors proposal: the contractor shall submit an anticipated time line schedule for the construction with the proposal documents, provide a list of the number and types of equipment proposed for use on the project, and include a resume of the contractors proposed superintendent. References for three to five recent similar projects shall accompany the proposal.
Liquidated damages are set forth in the agreement. Contractor shall pay owner two thousand and 00/100 dollars ($2,****) for each day that expires after the time specified for substantial completion until the work is substantially complete, for the first 90 days. Beyond 90 days, contractor shall pay five thousand and 00/100 dollars ($5,****) per day. After substantial completion, for failure to complete the remaining work, contractor shall pay two thousand and 00/100 dollars ($2,****) per day for the first 60 days, and five thousand and 00/100 dollars ($5,****) per day thereafter.
Contractors are required to visit the site and become familiar with and satisfy contractor as to the general, local, and site conditions that may affect cost, progress, and performance of the work. A preproposal conference will be held at 10:00 a. m. EST, May 1, 2026, at the Old Dixie Highway MSW Landfill Administrative Office.
Contractor shall submit samples to engineer for review and approval in accordance with the acceptable schedule of shop drawings and sample submittals. The number of samples specified in the specifications must be submitted.
Deadline for submitting questions shall be 10 days prior to the due date of the bid. Claims must be submitted in writing to engineer and the other party to the contract promptly, but in no event later than 30 days after the start of the event giving rise thereto.
