Bids are due by August 14th, 2026, at 10:00 am CST.

Owner will make ninety percent (90%) partial payment as the work progresses and is found satisfactory by P. J. Hoerr, Inc. and owner's representative. Five percent (5%) of the value of the work completed will be retained by the owner until substantial completion and acceptance by the owner.

A 100% payment and performance bond is required, which shall be maintained in force for one (1) full year after completion of the project.

The bid will be awarded to the lowest responsive and responsible bidder based on the given requirements.

The county and P. J. Hoerr, Inc. shall have the right to take such steps as deemed necessary to determine the ability of the bidder to perform the work, and the bidder shall furnish P. J. Hoerr, Inc. owner such data for this purpose as requested.

In case of default by the vendor, the owner and P. J. Hoerr, Inc. will procure the articles or services from other sources and hold the vendor responsible for any excess cost incurred.

A site visit/pre-bid meeting is scheduled for August 7, 2026, at 10:00 am CST at the Peoria County Sheriff's Office. Attendance is recommended but not required.

Questions are due by August 11, 2026, at 10:00 am CST and must be submitted through the Bid Net portal.

Bids may be rejected if they contain alterations, omissions, conditions, or irregularities. Failure to submit requested information with the bid shall be grounds for rejecting the bid.

Attendance at the pre-bid meeting is optional. attendance at this meeting is optional.

Submissions are due by July 31, 2026, at 2:00 PM CST.

For RFPs, an award will be made to the respondent whose proposal is rated the highest by a selection committee after specific selection criteria have been evaluated and whose offer is deemed to best meet the needs and interest of the county and its citizens.

General contractors must be EPA RRP certified. Contractors licensed for lead services with the Illinois Department of Public Health will be prioritized. Proof of registration with System for Award Management (SAM) is also required.

When required, samples of items must be submitted within the timeframe specified and at no expense to the county.

False certification or violation of the drug-free workplace certification may result in sanctions including suspension of contract payments, termination of the contract, and debarment.

Proposals are due by June 30, 2026, at 2:00 PM.

The county shall pay the contractor within thirty (30) days of receipt of an invoice for completed work.

The RFP will be awarded to the lowest responsive responsible bidder based on the given requirements, scoring highest.

Interested companies shall respond using provided documentation and noting their company's bid to provide this service. The bid evaluation criteria will be used to evaluate each submission.

If the contractor fails to perform work to the standards as determined by the county, the county shall have the right to cancel this contract upon a ten (10) day written notice.

When specified in bid documents, prior to submitting a bid each bidder shall visit the site of the proposed work and fully acquaint himself with conditions as they exist.

The noncollusion affidavit certifies that the bidder is not barred from contracting with any unit of state or local government as a result of a violation of bid rigging or bid rotating.
