Peoria County is seeking bids for the reconstruction of the jail ring road and employee parking lot. A pre-bid meeting is scheduled for August 7, 2026, at 10:00 am CST. Bids are due by August 14, 2026, at 10:00 am CST, and can be submitted sealed or electronically via the Bid Net portal. This is a public works project subject to prevailing wage laws. Attendance at the pre-bid meeting is recommended but not mandatory. Special provisions for site visits after the meeting will not be made. The contract will be awarded to the lowest responsive and responsible bidder.
Bids are due by August 14th, 2026, at 10:00 am CST.
Owner will make ninety percent (90%) partial payment as the work progresses and is found satisfactory by P. J. Hoerr, Inc. and owner's representative. Five percent (5%) of the value of the work completed will be retained by the owner until substantial completion and acceptance by the owner.
A 100% payment and performance bond is required, which shall be maintained in force for one (1) full year after completion of the project.
The bid will be awarded to the lowest responsive and responsible bidder based on the given requirements.
The county and P. J. Hoerr, Inc. shall have the right to take such steps as deemed necessary to determine the ability of the bidder to perform the work, and the bidder shall furnish P. J. Hoerr, Inc. owner such data for this purpose as requested.
In case of default by the vendor, the owner and P. J. Hoerr, Inc. will procure the articles or services from other sources and hold the vendor responsible for any excess cost incurred.
A site visit/pre-bid meeting is scheduled for August 7, 2026, at 10:00 am CST at the Peoria County Sheriff's Office. Attendance is recommended but not required.
Questions are due by August 11, 2026, at 10:00 am CST and must be submitted through the Bid Net portal.
Bids may be rejected if they contain alterations, omissions, conditions, or irregularities. Failure to submit requested information with the bid shall be grounds for rejecting the bid.
