The RFQ submission deadline is Tuesday, June 9, 2026, at 3:00 p. m.

Fayetteville Public Works Commission will consider and evaluate statements of qualifications in accordance with **** of qualifications will be reviewed by a committee composed of PWC personnel. Qualification packages will be ranked based on this review, which will consider the criteria described above. Fayetteville Public Works Commission will attempt to negotiate a service agreement with the highest ranked firm.

Firms should demonstrate experience in electrical and mechanical systems, specifically substations, system voltage, sub transmission, and distribution of electricity to the power grid, NESC, OSHA, LOTO, and other safety requirements for work within the electric substation and utility space, preparation of gap analysis and recommendations, and preparation of documentation of procedures and processes as it relates to substation equipment.

The consultant will be required to visit all substation locations to prepare the gap analysis.

The question deadline is Friday, May 29, 2026, at 3:00 p. m.

Failure to comply with the page limits will result in automatic disqualification of the submittal. Failure to comply with the eVerify requirements shall be considered a breach of this agreement.

The contract period is 183 calendar days.

The bid notice states that the award will be made to the lowest responsive, responsible bidder.

Bidders must review and familiarize themselves with the IFB requirements and technical specifications appendix 1, 2, 3, and the drawings. The contractor must hire an approved, licensed North Carolina geotechnical engineer to conduct all compaction testing and provide reports to the owner and engineer.

A non-mandatory virtual pre-bid meeting agenda was held on May 7, 2026, at 10:00 a. m.

The bid notice advises bidders against submitting unsolicited marketing materials or samples.

Bidders are strongly encouraged to review common mistakes to avoid, such as incomplete bid pricing forms, missing unit prices, extended prices, totals, or signatures, missing notary seals of requested documents, failure to acknowledge all addenda on the pricing form, submitting alternate pricing or modified terms not requested in the IFB, including unsolicited marketing materials or samples, omitting required affidavits and certifications, and using piggybacked or solesource contract language, which are strictly prohibited.

The contract time for completion is 30 calendar days from the notice to proceed. The project will not be deemed complete until the contractor has passed all required inspections.

Payment will not be issued until the project is deemed complete by PWC. The contract specifies installment payments plus a final payment, with retainage withheld as per contract documents.

The contractor grants PWC a warranty on all materials and workmanship for a period of one (1) year from the completion date, and two (2) years from the completion date for any latent structural defects.

The award of a contract, if made, will be to the lowest responsible, responsive bidder whose qualifications indicate the award will be in the best interest of PWC.

Bidders must comply with all federal, state, and local statutes, regulations, and codes. A completed contractor qualification form and supporting documentation are required. North Carolina contractor licensing is mandatory, with specific classifications required.

Liquidated damages of **** per day will be assessed for each day beyond the final completion date.

A mandatory pre-bid meeting will be held at 11:00 AM EST on Monday, May 18, 2026, at the P. O. Hoffer Administration Building. Attendance at this meeting is required for a bid to be considered responsive.
