The City of Charleston, WV is seeking bids for an open-end agreement for Portland Cement Concrete. Approximately 500 cubic yards are anticipated, with payment on a per cubic yard basis. Delivery will be on an as-needed basis to various project sites within the city. Bids are due June 25, 2026, at 1:00 PM. The contract will be awarded to the vendor offering the lowest overall total cost that meets specifications. Mandatory requirements include airentrained concrete conforming to WV DOT standards. Vendors must submit a completed pricing page. Delivery must be within 10 working days of receiving a purchase order. Unacceptable items may be returned at the vendor's expense. Vendor default can lead to contract cancellation. Local vendor preference may apply. All submissions are public documents.
Vendor shall deliver the contract items within 10 working days after receiving a purchase order or notice to proceed.
Vendor shall accept payment in accordance with the payment procedures of the City of Charleston, WV. Payments for goods/services will be made in arrears only upon receipt of a proper invoice, detailing the goods/services provided or receipt of the goods/services, whichever is later. The City will pay proper requests for payments within thirty 30 days following City's receipt of a proper request for payment.
The vendor expressly warrants that the goods and/or services covered by this contract will: a conform to the specifications, drawings, samples, or other description furnished or specified by the agency b be merchantable and fit for the purpose intended and c be free from defect in material and workmanship.
The contract shall be awarded to the vendor that provides the contract items meeting the required specifications for the lowest overall total cost as shown on the pricing pages.
Any delay in delivery that could cause harm to the City will be grounds for cancellation of the contract, and/or obtaining the contract items from a third party.
Upon request, the contractor shall produce to the City a set of test cylinders and written proof of the required psi.
The deadline for written questions is June 17, 2026, 1:00 PM.
Failure to complete the pricing page in its entirety, failure to comply with mandatory terms, failure to attend a mandatory prebid meeting, failure to acknowledge addenda, or submitting bids not typed or electronically entered may result in bid disqualification.
