Wayne County is seeking proposals for professional engineering services to prepare construction bid documents for three traffic signal modernization projects. The projects include design, surveying, utility coordination, permitting, and assistance during letting and construction. Proposals are due July 3, 2026. A bid bond of 5% of the total proposal price is required. The contract term is 3 years. Evaluation criteria include experience qualifications (50%), work plan and timeline (20%), and project cost (30%).
The letting date for the construction project will be administered by MDOT LAP. Plans are to be designed using the current versions of the MDOT standard specifications, MDOT signal standard details, Michigan Manual on Uniform Traffic Control Devices, Wayne County special provisions and Wayne County signal standard details following the MDOT suggested traffic signal design procedure. The letting date must be no later than seven (7) months from the date of notice to proceed (NTP). The final construction bid documents are due no later than nineteen (19) weeks after NTP.
Proposal pricing must reflect net 45 payment terms.
Proposals will be evaluated based on Experience Qualifications (50 points), Work Plan and Timeline (20 points), and Project Cost (30 points).
Proposers must have 10 years of experience in traffic signal design and have worked on at least three comparable projects within the past 5 years. They must also be prequalified by MDOT in specific design areas.
Disqualification may occur due to evidence of collusion, lack of competency or responsibility, uncompleted work hindering completion, being in arrears on contracts, litigation with the county, or defaulting on previous contracts. Contacting unauthorized county personnel can also lead to disqualification.
The combined construction budget is approximately $1,358,****.
