Proposals are requested for construction management pre-construction services for the renovation of the Medical Examiner's Office. A pre-proposal conference and site visit is scheduled for August 5, 2026. Questions are due August 7, 2026, and proposals are due August 25, 2026, by 10:00 AM. The contract term is 3 years with two 1-year extension options. A bid bond of 5% of the total proposal price is required. Proposers must have at least 10 years of experience in preconstruction and construction management services, and have worked on at least three comparable projects within the past 7 years. Proposals must be submitted electronically through the BidNet Direct system.
Proposals are due August 25, 2026, by 10:00 AM.
Proposal pricing must reflect net 45 payment terms.
Proposals will be evaluated based on experience qualifications (25 points), work plan and timeline (20 points), project approach (25 points), project cost (25 points), and utilization of first-tier subcontractors located in Wayne County (5 points).
Proposers must have 10 years of experience in preconstruction and construction management services, and have worked on at least three comparable projects within the past 7 years. Proposers must also be a licensed certified construction manager.
Repeated failure to correct deficiencies will result in cancellation of any contract awarded.
A pre-proposal conference and site visit is strongly encouraged and will be held at the Wayne County Medical Examiner's Office, **** E. Warren Ave. , Detroit, MI ****.
Disqualification may occur for evidence of collusion, lack of competency, lack of responsibility, being in arrears on existing contracts, in litigation with the county, or having defaulted on previous contracts.
