This is a Request for Proposal (RFP) for water system improvements to meet fire protection requirements at Fossil Butte National Monument. The project includes construction of a new fire water line, water storage tank, fire pump, pump house, generator, and an integrated fire suppression system. The estimated magnitude is between $1,000,000 and $5,000,000. Proposals are due by **** hours local time on July 20, 2026. A mandatory site visit is scheduled for June 30, 2026. Questions must be submitted in writing no later than five business days prior to the solicitation close date. Award will be based on a best-value tradeoff evaluation.
The contractor shall begin performance within 10 calendar days and complete it within 595 calendar days after receiving award, notice to proceed. The work shall be completed not later than 612 calendar days after award.
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). A draft invoice package must be submitted to the COR at least 5 working days prior to formal submission through IPP.
Final payment will be made only after receipt of, among other things, warranty of construction.
The government intends to award one contract resulting from this solicitation to the responsible offeror whose proposal represents the best overall value to the government, using an integrated assessment of technical merits, performance risk, and proposed price.
Offerors must be registered in the System for Award Management (SAM) and be considered a small business for the NAICS code **** (size standard $45M). Specific experience requirements are detailed for project experience, key personnel, schedule, and safety.
An organized site visit has been scheduled for June 30, 2026, at 11:00 a. m. Mountain Daylight Time. Participants will meet in front of the Fossil Butte Visitor Center. Please RSVP by June 29, 2026.
Proposals offering less than 120 calendar days for government acceptance after the due date will be rejected. Failure to comply with any requirement may result in the proposal being determined ineligible for award.
