The deadline for receipt of proposals is June 11, 2026, at 4:00 PM local time.

The State of Delaware will require a payment schedule based on defined and measurable milestones. Payments for services will not be made in advance of work performed. The state may require holdback of contract monies until acceptable performance is demonstrated, up to 25%.

The vendor will provide a warranty that the deliverables provided pursuant to the contract will function as designed for a period of no less than one year from the date of system acceptance. The warranty shall require the vendor to correct, at its own expense, the setup, configuration, customizations or modifications so that it functions according to the states requirements.

The contract shall be awarded to the vendor whose proposal is most advantageous, taking into consideration the evaluation factors set forth in the RFP. The state of Delaware is not obligated to award the contract to the vendor who submits the lowest bid or the vendor who receives the highest total point score.

Vendors must provide Delaware licenses and/or certifications necessary to perform services, proof of insurance, and clearly identify capabilities as presented in the general evaluation requirements. They must also complete all appropriate attachments and forms.

The State of Delaware may include in the final contract liquidated damages provisions for non-performance.

A mandatory prebid meeting has not been established for this request for proposal.

Protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the designated contact, in writing, at least ten calendar days prior to the time set for opening of the proposals.

Failure to respond to any request for information within this proposal may result in rejection of the proposal at the sole discretion of the state. Proposals which do not meet or comply with the instructions of this RFP may be considered nonconforming and deemed nonresponsive and subject to disqualification at the sole discretion of the team.

The bid notice states that sealed bids will be received by the State of Delaware, Office of Management and Budget, Division of Facilities Management, by way of the Bonfire portal until 1:00 p. m. local time on June 18th, 2026. The bidder bears the risk of late submission.
