Responses to this IFB must be received by July 30, 2025, 10:30 AM Central Time. Bidders must submit a comprehensive response including all required information and documentation. Negotiations are prohibited, except in limited circumstances. The contract is anticipated to start on September 1, 2025. The response deadline is subject to change. Bidders are responsible for monitoring the electronic state business daily (ESBD) for any addenda. Additional documents required: Affirmations, contract affirmations, uniform terms and conditions, pricing sheet, bidder reference and contractor qualifications form. Minimum experience required for the contractor and personnel is three (3) years. Three verifiable references for current or previous contracts of similar size and services within the last three (3) years are required. The awarded contract will be effective on the date the contract is issued and will expire on August 31, 2026. Renewal options are available for up to two (2) renewal terms. The scope of work includes maintenance and repair services for wheelchair lifts. The contractor must provide pricing for hourly labor rates, overtime rates, and markup percentage for parts and supplies. The contractor must maintain insurance coverage during the contract term. The contractor must comply with all federal, state, and local laws, statutes, ordinances, rules, and regulations. The contractor must provide 24-hour contact information for at least two personnel. The contractor must comply with all applicable state rules, regulations, and HHS agency requests regarding personal and professional conduct. The use or possession of intoxicants or illegal drugs is prohibited. All contractor and subcontractor employees are required to wear company uniforms and identifying badges. The contractor is responsible for all employment taxes and other payroll withholding for its employees. Background checks are required for all personnel. The contractor must provide substitutes for any absent employees. The contractor must have an active telephone service answered during normal business hours. The HHS agency reserves the right to change, consolidate, delete, or add service locations. Services must be performed Monday through Friday between 8 AM and 5 PM Central Time. Emergency services must be responded to within one (1) hour of notification. The HHS agency will provide reasonable access to the facility. The contractor is responsible for the security, maintenance, loss, or damage to its equipment. The contractor must comply with the Texas Public Information Act (PIA). Invoices must be submitted monthly or as otherwise indicated on the purchase order. The HHS agency will make contract payments in accordance with the Texas Prompt Payment Act. Disputed invoices will be returned within 21 days. The contractor must immediately implement any price decrease that becomes available during the contract term. Price adjustments are not automatic and must be requested in writing. The contractor must provide supporting documentation to justify any price adjustment. The contractor must provide a detailed written corrective action plan if required by the HHS agency. The contractor must correct all performance issues reported by the HHS agency contract manager within 48 business hours.
